Kemkomdigi Opens Public Consultation on RPM for SPBE Asset and Service Management Guidelines

Jakarta (ANTARA) - The Ministry of Communication and Digital (Kemkomdigi) has opened a public consultation regarding the Draft Ministerial Regulation (RPM) on guidelines for managing information and communication technology assets of the Electronic-Based Government System (SPBE) and guidelines for managing SPBE services. According to a ministry press release received in Jakarta on Wednesday, this draft regulation is prepared in accordance with the mandate of Article 50 paragraph 5 and Article 54 paragraph 8 of Presidential Regulation No. 95 of 2018 on SPBE. An evaluation of SPBE implementation indicates that the management of information and communication technology (ICT) assets and SPBE services in central and regional government agencies has not yet been optimal. The preparation of the RPM on guidelines for managing SPBE ICT assets and guidelines for managing SPBE services is intended to optimise the implementation of the electronic-based government system. This RPM covers provisions regarding the processes of planning, procurement, management, and disposal of ICT assets. The draft regulation also includes provisions on user service processes, service operations, and SPBE application management to ensure they are handled effectively and in an integrated manner. Kemkomdigi is actively inviting all elements of society, academics, and stakeholders to provide input in the regulation drafting process. According to the ministry, active public participation is greatly needed in developing regulations on the effective, efficient, sustainable implementation of SPBE that can deliver quality public services. The public consultation on the draft regulation regarding guidelines for managing SPBE ICT assets and guidelines for managing SPBE services is open from 22 April to 5 May 2026.
