Kemkomdigi: IGRS Rating on Steam Not an Official Classification

The Ministry of Communication and Digital Affairs (Kemkomdigi) has emphasised that the display of Indonesia Game Rating System (IGRS) ratings on several games on the Steam platform does not constitute an official classification verified by the government. Director of Digital Ecosystem Development at Kemkomdigi, Sonny Hendra Sudaryana, stated that monitoring results indicate the displayed ratings originate from an internal mechanism based on self-declaration and have not undergone the verification process as required in Indonesia.

“Those ratings are not the result of an official IGRS classification and could potentially cause public misunderstanding, particularly regarding the age suitability of a game,” he said.

Kemkomdigi has stressed that every electronic system operator is obliged to provide accurate, clear, and non-misleading information, while also ensuring user protection.

These obligations are regulated in several pieces of legislation, including Law No. 1 of 2024 as a revision of the ITE Law, as well as regulations related to game classification and electronic system operators. Based on these provisions, Kemkomdigi assesses that there is an indication of non-compliance between the information displayed on the platform and national regulations, particularly regarding the use of the IGRS label without an official verification process.

As a follow-up, Kemkomdigi will request clarification from Steam and conduct further discussions to ensure adherence to applicable rules.

“We ask platforms to ensure that all information presented to the public is accurate and accountable. This is not just about compliance, but also about user protection, especially for children,” said Sonny.

If violations are found during the evaluation process, the government will take steps in accordance with applicable laws and regulations, including administrative sanctions against non-compliant operators.

On the other hand, Kemkomdigi is also continuing to refine the IGRS system, including strengthening verification and supervision mechanisms to make the game classification system more accurate and trustworthy.

The public is urged to refer to official information through IGRS channels and the government’s official website, and to report any discrepancies found on digital platforms.
