Kemkomdigi Confirms Full Operator Compliance with Biometric SIM Registration

The Ministry of Communication and Digital Affairs (Kemkomdigi) has stated that all mobile operators achieved 100 percent compliance with the implementation of biometric SIM card registration within two weeks of the policy effectively coming into force on 1 July 2026. Director General of Digital Ecosystem Edwin Hidayat Abdullah said the government conducted thorough monitoring of the biometric SIM card registration implementation, from evaluating data to conducting on-site inspections in various cities. “We carried out a 360-degree evaluation. From looking at the data, to going into the field. We visited major cities as well as second and third-tier cities,” Edwin said during the Joint Commitment Declaration for Full Implementation of Biometric Data-Based Customer Registration in Jakarta on Thursday. Edwin revealed that on the second day after the full implementation of biometric SIM card registration, the government still found several gaps in the new customer registration process. At that time, all mobile operators had not yet succeeded in closing the registration channel via the SMS 4444 service, which still allowed the use of the Population Identification Number (NIK) and Family Card Number (NoKK) without biometric verification. “Within two weeks, precisely on the 15th day (since the rule took effect), everyone was 100 percent compliant, and by the 17th day, there were no more manual registrations. Everything was fully biometric,” he said. He added that the implementation of biometric registration has not impacted the sales of new SIM cards. According to Edwin, daily SIM card sales remain in the range of 250,000 to 300,000 cards. Nevertheless, Edwin acknowledged that the government is still finding some violations, such as individuals selling pre-registered SIM cards. “They must conduct public awareness campaigns and must not, under any circumstances, provide improper methods to activate SIM cards,” Edwin said.
