Kemkomdigi Confirms Full Operator Compliance with Biometric SIM Registration

Jakarta (ANTARA) - The Ministry of Communication and Digital (Komdigi) has stated that all mobile operators achieved 100 per cent compliance with the implementation of biometric SIM card registration within two weeks of the policy coming into effect on 1 July 2026.

Edwin Hidayat Abdullah, Director General of Digital Ecosystems at Komdigi, said the government carried out comprehensive monitoring of the biometric SIM card registration rollout, from evaluating data to conducting direct checks in various cities.

“We conducted a 360-degree evaluation. From reviewing the data, then going into the field. We visited major cities as well as second- and third-tier cities,” Edwin said at the Joint Commitment Declaration on the Full Implementation of Biometric-Based Customer Registration event in Jakarta on Thursday.

Edwin revealed that on the second day after biometric SIM card registration was fully enforced, the government still found a number of gaps in the new customer registration process.

At that time, mobile operators had not yet succeeded in closing the registration route via the 4444 SMS service, which still allowed the use of National Identity Numbers (NIK) and Family Card Numbers (NoKK) without biometric verification.

“Within two weeks, precisely on day 15 since the rule took effect, everything was 100 per cent compliant, and by day 17 there was not a single manual registration left. Everything is now fully biometric,” he said.

He added that the implementation of biometric registration has had no impact on the sales of starter SIM cards. According to Edwin, starter pack sales stand at around 250,000 to 300,000 cards per day.

Nevertheless, Edwin acknowledged that the government still found several violations, such as rogue individuals selling SIM cards that had already been registered.

“They must carry out public education and must never provide improper methods for activating SIM cards,” Edwin said.
