Kemkomdigi Announces Results of 700 MHz & 2.6 GHz Frequency User Selection

Jakarta (ANTARA) - The Ministry of Communication and Digital (Kemkomdigi) has completed all stages of the selection process for users of the 700 MHz and 2.6 GHz radio frequency bands for mobile cellular network provision in 2026.

“This process comprised the price auction stage on 7 July 2026 and the radio frequency band block selection stage held from 8 to 10 July 2026,” the ministry said in a statement issued in Jakarta on Friday.

Based on the results of the 700 MHz frequency band selection, PT XLSMART Telecom Sejahtera Tbk ranked first with an allocation of a 30 MHz block (2x15 MHz) and a total bid value of Rp1.06 trillion.

Second place went to PT Telekomunikasi Selular (Telkomsel), which secured a 20 MHz block (2x10 MHz) with a total bid value of Rp642.5 billion, while PT Indosat Tbk ranked third with a 20 MHz block (2x10 MHz) and a bid value of Rp507.48 billion.

In the 2.6 GHz band, PT Indosat Tbk took second position with an allocation of 60 MHz and a bid value of Rp372 billion, while PT XLSMART Telecom Sejahtera Tbk came third with an allocation of 50 MHz and a bid value of Rp231.6 billion.

Kemkomdigi is giving all participants the opportunity to submit written objections accompanied by supporting evidence. Objections may be submitted through the e-Auction system until 14 July 2026 at 15.00 Western Indonesia Time (WIB).

Should no objections be raised, Kemkomdigi will submit a report and recommendation to the Minister of Communication and Digital.

The selection rankings will only acquire legal force and the official winners be confirmed once the Minister of Communication and Digital issues a Decree on the Determination of Winners of the Selection of Users of the 700 MHz and 2.6 GHz Radio Frequency Bands for Mobile Cellular Network Provision in 2026.

Kemkomdigi stressed that the winners will not only be obliged to pay the Radio Frequency Spectrum Usage Rights Fee for the Radio Frequency Band Permit (BHP IPFR) in accordance with prevailing legislation, but will also bear the responsibility of realising inclusive digital sovereignty.

In addition, winners are required to provide mobile broadband internet access services using International Mobile Telecommunications-2020 (5G) technology standards in the committed cities and regencies, with a target of at least 51 percent national population coverage.

Kemkomdigi stated that this radio frequency band selection is not merely about expanding signal coverage, but is part of the government’s effort to improve the quality of life of Indonesians in a comprehensive manner.

“The Ministry of Communication and Digital is committed to ensuring that this technological leap is not only enjoyed in major cities, but becomes a bridge for equitable progress from Sumatra to Papua,” the ministry wrote.

The ministry also assured that all selection stages were carried out openly and fairly in the interests of the public and the sustainable growth of the industry.
