Kemenkum Kepri and Bintan Regency Harmonise Draft Regional Regulation on Spatial Planning 2026-2046
Tanjungpinang (ANTARA) - The Riau Islands Regional Office of the Ministry of Law and Human Rights, together with Bintan Regency, has conducted harmonisation of the Draft Regional Regulation on Spatial Planning (Ranperda RTRW) for 2026-2046 to ensure the regulation aligns with applicable legal provisions.
“This meeting aims to ensure that spatial planning regulations in Bintan have a strong legal foundation and are aligned with the hierarchy of national legislation,” said the Head of the Legislation and Legal Development Division of the Kemenkum Kepri Regional Office, Oki Wahju Budijanto, in Tanjungpinang on Thursday.
Oki Wahju emphasised that harmonisation is a crucial stage to prevent regulatory overlaps.
According to him, the substance of the Ranperda RTRW must align with higher-level provisions to accommodate regional development interests in a sustainable manner.
Meanwhile, the Head of the Spatial Planning Section of Public Works at the Bintan Regency Public Works Department, Denny Oktaviory, explained that the preparation of the Ranperda RTRW 2026-2046 is driven by the increasingly rapid dynamics of regional development.
In addition, he said, this step is a legislative mandate requiring local governments to periodically review spatial plans to align them with national and provincial strategic development plans.
In the meeting, the initiating team, along with the legislation drafters from the Kemenkum Kepri Regional Office, discussed each article in depth.
“This meeting successfully gathered various constructive inputs, both juridical and technical,” said Denny.
He hopes that through comprehensive inter-article synchronisation, the Bintan Ranperda RTRW 2026-2046 will be able to support a balance between economic growth, environmental preservation, and improving community welfare for the next two decades.
This harmonisation meeting involved various related agencies, including the Public Works Department, Environment Department, Development Planning Agency, and the Legal Section of the Bintan Regency Regional Secretariat.
