KemenHAM's Procurement Unit Achieves Proactive Level 3 Maturity in 18 Months

The Procurement Unit of the Ministry of Human Rights has achieved a Proactive Level 3 maturity rating within 18 months of its formation, marking a significant step in strengthening government procurement governance. Head of the Ministry’s Procurement Unit, Pungka M Sinaga, stated that the achievement was the result of reinforcing the institution, improving human resource competencies, and ensuring procurement processes adhere to the principles of good governance. “Within 18 months since its formation, we built the procurement foundation from scratch to successfully reach the Proactive Level 3 maturity rating. This is the result of collective efforts across all levels, whether in building the institution, enhancing HR competencies, or ensuring the procurement process runs according to good governance principles,” Pungka said in a statement in Jakarta on Tuesday. The achievement earned the Proactive Procurement Unit predicate from the National Public Procurement Agency during the Coordination Meeting on Human Resources and Institutional Procurement for the Third Quarter of 2026 in Jakarta. According to him, the predicate serves as an impetus for the Ministry of Human Rights to continuously improve the quality of procurement management, rather than merely being an award for institutional achievement. Improvement efforts are being carried out through business process efficiency, strengthening HR capacity, mitigating corruption risks, and utilising digital technology in the procurement process. The Proactive Level 3 achievement is also part of the ministry’s commitment to ensuring that state budget and expenditure management is transparent, accountable, professional, and carried out with integrity. By strengthening this governance, the Ministry of Human Rights aims for the procurement process to provide optimal benefits for the implementation of the ministry’s duties and functions, as well as supporting the improvement of service quality to the public. The Proactive Procurement Unit predicate was presented by the Deputy for Human Resource Development and Guidance of the National Public Procurement Agency, Suharti, to Pungka M Sinaga as Head of the Ministry’s Procurement Unit. The coordination meeting was attended by leaders from ministries, agencies, and local governments, as well as heads of procurement units from various regions to align national procurement policies and strengthen the implementation of transparent, professional, and integrity-driven procurement.
