Kemendikdasmen Circular No. 7 of 2026 Is Not a Dismissal of Non-ASN Teachers
The explanation was delivered by Nunuk Suryani, Director General of Teachers and Educational Personnel (GTK) at the Ministry of Education, Culture, Research, and Technology (Kemendikdasmen), in a working meeting with Commission X of the Indonesian House of Representatives at the parliamentary complex in Senayan, on Tuesday (19 May 2026). Nunuk began by explaining the reasons for issuing this Circular. She said the Circular is important to ensure learning continues. She noted the Circular also provides a basis for local governments to pay non-ASN teachers. ‘Non-ASN teachers are still greatly needed in schools. Why was this Circular issued? It has three aims: to ensure learning continues, to provide certainty of teacher assignments, and to serve as the basis for local governments to pay them,’ she said.
The criteria for non-ASN teachers governed by this Circular are that they are registered in the Education Data system before 1 December 2024 and are still actively teaching at a local-government-owned education unit.
Nunuk explained that this Circular was issued not to dismiss non-ASN teachers. She said the Circular is issued so that local governments do not dismiss non-ASN teachers. ‘This Circular is not intended as a policy to dismiss non-ASN teachers but as a reference so that teachers continue to teach and the government has considerations to continue employing them,’ she said.
Nunuk emphasised that there is no statement in the Circular that non-ASN teachers are prohibited from teaching in 2027; the Circular is intended to set the status of non-ASN teachers, not to terminate them. ‘There is no statement in the Circular indicating that non-ASN teachers are forbidden from teaching in 2027; but indeed the validity of the Circular lasts until December 2026, and it governs their status rather than termination,’ she added.
Moreover, Nunuk outlined that the Circular governs the earnings of non-ASN teachers in accordance with the applicable regulations. Some non-ASN teachers are entitled to professional allowances, while others are entitled to incentives.
‘This Circular also regulates the income support for non-ASN teachers in accordance with the relevant regulations through the professional teacher allowance, incentives, and other additional support from local governments,’ she stated.
From Kemendikdasmen data, 137,764 non-ASN teachers are eligible for the professional teacher allowance of Rp 2 million per month. Additionally, 99,432 other non-ASN teachers are eligible for incentives of Rp 400,000 per month.
‘From our data, 137,764 teachers are entitled to the professional teacher allowance. So here it is stated that for non-ASN who meet the criteria—holding a teaching certificate and meeting workload—the monthly allowance will be Rp 2 million,’ she noted.
‘There are 99,432 teachers who receive incentives; those who hold a teaching certificate but do not meet the workload or certificate requirements are given an incentive of Rp 400,000 per month,’ she added.
Contents of the Kemendikdasmen Circular No. 7 of 2026:
- Non-ASN teachers shall continue to perform their duties at Education Units organised by Local Governments, with the following conditions:
registered as Non-ASN teachers in the Education Data up to 31 December 2024;
still actively performing duties at Education Units organised by Local Governments.
The data of Non-ASN teachers as referred to in item (1) can be viewed via the HR portal.
The assignment of Non-ASN teachers lasts until 31 December 2026.
Non-ASN teachers who are assigned will receive earnings as follows:
Non-ASN teachers who hold teaching certificates and meet workload will receive the Professional Teacher Allowance in accordance with the applicable laws;
Non-ASN teachers who hold teaching certificates but do not meet the workload will receive incentives from the Ministry of Education and Culture;
Non-ASN teachers who do not hold teaching certificates will receive incentives from the Ministry of Education and Culture.
- Local Governments may provide additional income to assigned Non-ASN teachers in line with their budget capabilities.
