Kemendagri: Malang City one of LSDP pilot project areas
The Ministry of Home Affairs (Kemendagri) has designated Malang City, East Java, as one of the pilot project areas for the Local Service Delivery Improvement Program (LSDP) aimed at improving waste management.
Director of Regional Development Planning, Evaluation and Information (PEIPD) at the Directorate General of Regional Development, Kemendagri, Iwan Kurniawan, said in Malang City on Thursday that the city was selected for the LSDP because it was deemed to meet the readiness criteria or benchmark requirements that had been conceptualised.
“From a fairly lengthy process of determining locations, out of 41 regions that proposed, 30 were ultimately selected because they met the requirements, and Malang City became one of the pilots,” said Iwan.
Next year, Malang City, together with the other selected regions, will begin implementing the programme from the upstream point.
“It relates to the provision of transport infrastructure, equipment for waste, and institutional strengthening. Then, in 2028, an integrated waste processing facility with a capacity of 150 tonnes will be built,” he said.
Through the programme, waste management is not only focused on delivering a positive impact on the environment but also on the economy.
“Yesterday we saw pyrolysis producing diesel fuel, and also synthetic coal; that will be arranged by the regional government,” he said.
Meanwhile, Deputy Mayor of Malang Ali Muthohirin said the LSDP will be implemented in stages, with infrastructure preparation beginning in 2027 and downstream construction in 2028.
“A grant of Rp151 billion for waste management in Malang City has been obtained from the World Bank through Kemendagri,” said Ali.
He said Malang City produces around 700 tonnes of waste per day, of which 100-150 tonnes will be managed through the LSDP programme.
In addition to the LSDP, waste volume in Malang City will also be distributed to support the operations of a waste-to-energy processing facility (PSEL) planned to be built in Malang Regency.
“That will be 500 tonnes per day of waste that must be distributed to the PSEL,” he said.
