West Java Governor Dedi Mulyadi (KDM) has emphasised that the budget for paying salaries to honorary teachers is already available. However, it is still awaiting technical guidance from the Ministry of State Apparatus Utilization and Bureaucratic Reform (PAN-RB). “The money is there, it has been allocated, but there is a circular from the Minister of PAN-RB stating that we are not allowed to pay salaries to honorary employees. If we do pay, it would constitute a financial irregularity,” he stated in a written remark on Friday (24/4/2026). This was revealed during his time at Bale Pakuan on Wednesday (22/4/2026). KDM stressed that honorary teaching staff, including those working in administration and office management as well as cleaning personnel, are still very much needed. Therefore, KDM will meet with the Minister of PAN-RB to find a solution for paying honorary salaries in the school environment. “Based on data from the West Java Provincial Education Office, 3,823 honorary teaching and administrative staff in West Java have not received their March and April 2026 salaries because payments are obstructed by Ministry of PAN-RB regulations. Local governments are no longer permitted to employ honorary staff after the Contract-Based Civil Servant (PPPK) selection has been conducted,” he concluded.
