KDM Simplifies Tax Payments, But Residents Still Face Hurdles at Samsat
West Java Governor Dedi Mulyadi has issued a new policy stating that residents wishing to pay their annual motor vehicle tax no longer need to bring the original owner’s identity card (KTP). This policy takes effect on 6 April 2026.
The measure is intended to facilitate smoother tax payments for the public. Additionally, it aims to encourage greater awareness of tax obligations.
However, in practice, the situation is the opposite, as residents are still being obstructed when trying to pay their taxes. One resident uploaded a video of their attempt to pay the annual motor vehicle tax at the Soekarno Hatta Samsat without the original owner’s KTP.
They approached the counter to pay without the original owner’s KTP. However, the service officer directed them to another counter. Subsequently, the officer informed them that the presented STNK would be marked because the original KTP of the vehicle’s first owner was still required.
“It turns out it’s not possible, guys, even though it might be allowed just once. If now I take the STNK without the KTP, next year I will be required to re-register the motorbike. Honestly, I have no plans to re-register because the frame is valid until 2028,” the resident said, quoted on Wednesday (8/4/2026).
After the video went viral, Dedi Mulyadi responded to the resident’s complaint by deactivating the Head of Soekarno Hatta Samsat in Bandung City. He expressed gratitude to the resident for participating in paying the motor vehicle tax.
“I extend my thanks to the brother who conducted an investigation into the effectiveness of the governor’s circular that annual motor vehicle tax payments do not require the original owner’s KTP. In fact, it was found that officers have not yet implemented the circular properly,” Dedi Mulyadi said, quoted from his Instagram page.
He stated that the information had been followed up on Tuesday night (7/4/2026), and subsequently, the Head of Soekarno Hatta Samsat was deactivated on Wednesday (8/4/2026).
“I have temporarily deactivated the Head of Soekarno Hatta Samsat, and further investigation will be conducted by the West Java Provincial Government, consisting of the Inspectorate and personnel affairs, to uncover the facts causing the circular not to be effectively implemented,” he said.
