KDM instructed regents and mayors to be more proactive in preserving forest and plantation areas to prevent their transformation into commercial or residential zones. “Regents and mayors must be more proactive in controlling land use conversion and restoring conservation functions, particularly in forest and plantation areas,” said KDM in a written statement on Monday (11/5/2026). Previously, the West Java Provincial Government had issued Governor’s Regulation (Pergub) Number 11 of 2025 on Controlling Land Use Conversion. The regulation specifies several steps taken by the West Java Governor to manage land use conversion, including conducting supervision. This supervision is carried out to ensure the continuity and sustainability of land functions, protected areas, and ecological roles. In addition to supervision, the governor restores land functions according to their designated purposes through guidance to land rights holders and collaboration with landowners. The governor also provides resources, including facilities, human resources, and funding, for controlling and recovering land use conversions. Furthermore, the governor oversees the land use conversion controls implemented by relevant regional apparatus.
