The West Java Provincial Government is accelerating the realisation of the Legok Nangka Regional Waste Processing and Final Disposal Site (TPPAS) through the signing of an amended and restated Cooperation Agreement (PKS) for the Public-Private Partnership (PPP) project. This step marks a significant milestone in the effort to implement a modern and sustainable waste management system in West Java. The agreement also strengthens the commitment between the West Java Provincial Government and PT Jabar Environmental Solutions (PT JES) to expedite the construction of waste processing infrastructure based on environmentally friendly technology.

The signing was conducted by the Governor of West Java, Dedi Mulyable, acting as the Project Cooperation Authorising Officer (PJPK), alongside the Director of PT JES, Kenichi Ishikawa, on Friday, 5 June 2026, in Indramayu Regency. During the same session, a Guarantee Agreement was signed between PT Penjaminan Infrastruktur Indonesia (PT PII) and PT JES. Additionally, the West Java Provincial Government handed over a Regress Agreement to PT PII as part of the strengthening of the project’s financing and guarantee scheme.

The amendments and restatement of the cooperation agreement were carried out to adjust various technical, financial, and regulatory aspects that have evolved during the project implementation process. These adjustments are expected to ensure that the construction of the Legok Nangka Regional TPPAS proceeds more effectively, accountably, efficiently, and sustainably. This project serves as one of the strategic infrastructures prepared by the West Java Provincial Government to address the increasing challenges of waste management, particularly in urban areas and regions with high population growth.

Through the updated agreement, all involved parties are expected to have a stronger foundation to accelerate the construction phases through to the operational stage of the facility. The Legok Nangka Regional TPPAS is designed to serve as a regional waste processing hub for several areas in West Java, including Bandung City, Bandung Regency, West Bandung Regency, Cimahi City, Garut Regency, and Sumedang Regency. The presence of this facility is expected to provide a solution for waste management needs in the Bandung Raya metropolitan area and its surrounding buffer zones, which have long faced challenges regarding limited processing capacity.
