KCN Claims Fishermen's Protest in Cilincing Not Directed at Reclamation Project
PT Karya Citra Nusantara (KCN) claims that the fishermen’s protest action in the Muara Cakung Drain area, Cilincing, North Jakarta, on Tuesday (14/4/2026) was not directed at the reclamation project they are undertaking.
The KCN public relations team explained that this is based on information received regarding the fishermen’s action plan.
“As far as we know, based on the Notification Letter for Peaceful Action by Residents-Community of Cilincing Fishermen’s Village, the purpose of the action is not directed at PT KCN, but rather at the construction of the NPEA owned by Pelindo, where the Muara Cakung Drain will be completely covered,” they stated in an official statement received by Kompas.com on Thursday (16/4/2026).
KCN explained that the pier construction project they are carrying out is part of the established port master plan.
They assess that the KCN pier construction does not enter the fishermen’s waters.
“KCN’s construction in accordance with the master plan in the Integrated Tanjung Priok and Marunda Port Master Plan (RIP) does not deviate or enter fishermen’s waters, thus not obstructing fishermen’s activity routes,” they clarified.
“PT KCN’s project is a non-APBN APBD project that has a concession, where the investment is carried out by the private sector without burdening state finances,” they added.
In addition, KCN also stated that the project has obtained permits from relevant agencies.
“For the pier construction, PT KCN has obtained all necessary permits,” they said.
KCN’s public relations added that they have also conducted several socialisation activities to the sub-district and local community in April 2024 as part of the maintenance dredging work at the Cilincing Sub-district Office, attended by several fishermen’s representatives.
“The community and stakeholders present at the socialisation have reached an agreement with KCN’s BUP regarding the technical implementation of the dredging work,” they explained.
Previously reported, several fishermen at the Muara Cakung Drain, Cilincing, North Jakarta, held a boat parade as a form of protest against construction around the estuary on Tuesday (14/4/2026) afternoon.
