This new regulation is positioned as a crucial guide in organising Risk-Based Business Licensing (PBBR) to create a more modern and responsive investment climate in line with contemporary developments. This cross-sectoral agreement was signed by three top institutional leaders: Minister of Investment and Downstreaming/Head of BKPM Rosan Perkasa Roeslani, Minister of Law Supratman Andi Agtas, and Head of BPS Amalia Adininggar Widyasanti. The issuance of the SEB is projected to serve as comprehensive navigation for all ministries, regional governments, the Nusantara Capital City (IKN) Authority, and notaries across the country. Minister of Investment and Downstreaming Rosan Perkasa Roeslani emphasised that the implementation of KBLI 2025 will ensure the licensing system operates far more accurately than previous versions. This transformation is considered highly urgent given that the current Online Single Submission (OSS) system has managed over 15.7 million Business Identification Numbers (NIB). “With more advanced classification, business actors will gain certainty and ease in the licensing process,” Rosan stated in his official remarks on Sunday (29/3/2026). To maintain service stability during the transition from KBLI 2020 to KBLI 2025, the government has established five main instructional points. First, the government guarantees that all existing licensing documents issued validly before this regulation takes effect remain valid. Second, business actors are required to adjust their data in the Directorate General of General Legal Administration (AHU) system if there are corporate actions that change the substance of their business activities. However, if the change is merely an adjustment of numerical codes without altering the type of business, synchronisation between the OSS and Ditjen AHU systems will be carried out automatically by the system. The third point emphasises the obligation for all central and regional agencies to align their self-service systems to be fully integrated with the KBLI 2025 database. Next, the fourth point focuses on data synchronisation between institutions to produce more precise economic policies based on real field data. Finally, the government provides full assurance of business certainty during this transition period. Business actors are ensured to continue receiving optimal licensing services without any technical obstacles hindering company operations. This progressive step follows BPS Regulation No. 7 of 2025, which officially revokes the validity of KBLI 2020, and represents a concrete effort by the government to enhance Indonesia’s investment competitiveness on the international stage.
