Karo District Prosecutor's Assets Show Deficit of Rp140 Million in LHKPN Report

The Head of the Karo District Prosecutor’s Office, Danke Rajagukguk, who is currently under examination by the Attorney General’s Office, is recorded as having a net asset value of minus Rp140.4 million in the State Organiser’s Wealth Report (LHKPN).

This information was obtained from the report submitted by Danke to the Corruption Eradication Commission (KPK) on 3 March 2026, as viewed on the KPK’s e-LHKPN website.

“Total net assets: Rp-140,400,000,” quoted from the KPK’s e-LHKPN website on Monday (6/4).

Danke listed ownership of land measuring 6,400 square metres in Simalungun, acquired through his own efforts, valued at Rp192,000,000.

Danke also owns a 2000 Suzuki Grand Vitara Jeep, acquired through his own efforts, valued at Rp240,000,000, and a 2010 Mazda 2 Minibus, acquired through his own efforts, valued at Rp230,000,000.

In addition, he reported other movable assets amounting to Rp5,000,000 and cash and cash equivalents valued at Rp11,100,000.

In total, Danke’s assets actually amount to Rp678,100,000. However, in his report, Danke is recorded as having debts of Rp818,500,000, resulting in net assets of minus Rp140.4 million.

The asset report data is the same as that submitted by Danke in the previous year, specifically on 21 January 2025.

The Attorney General’s Office Organisational Resource Security Team (Pam SDO) has secured Danke, along with the Public Prosecutor (JPU) handling the Amsal Christy Sitepu case.

“It is true that the Karo Chief Prosecutor, Kasipidsus [Reinhard Harve Sembiring], and the relevant deputy heads or JPUs involved in handling the Amsal Sitepu case have been secured by the Attorney General’s Pam SDO team,” stated the Head of the Attorney General’s Law Information Centre, Anang Supriatna, when confirmed via written message on Sunday (5/4).

Anang explained that they will undergo clarification or questioning regarding the handling of the case that has recently attracted public attention.

“We will await the results of the clarification and inform accordingly. Of course, we need time for this, and we continue to uphold the principle of caution while respecting the presumption of innocence,” he emphasised.

If violations are later proven, sanctions will be imposed by the institution.

“We just wait for the results,” Anang said.

Amsal Sitepu Case

The panel of judges at the Medan District Court acquitted the defendant Amsal Christy Sitepu during the verdict reading session held on Wednesday, 1 April 2025.

The verdict in the case, which has recently captured public attention, was read by the chief judge M. Yusafrihardi Girsang. According to the judge, Amsal was not proven guilty by law and convincing evidence of committing the criminal act as charged by the JPU, either in the primary or subsidiary charges.

In the verdict’s operative part, the judge firmly acquitted the defendant of all charges. Additionally, the judge ordered the restoration of the defendant’s rights, including his honour and dignity.

“Ruling, stating that the defendant Amsal has not been proven guilty by law and convincing evidence of committing the acts as per the primary and subsidiary charges of the public prosecutor,” the judge stated while reading the operative part of the verdict at the Medan District Court on Wednesday (1/4).

The judge stated that there was no material in the defendant’s actions classified as unlawful conduct.

Previously, the prosecutor demanded a prison sentence of 2 years and a fine of Rp50 million, subsidiary 3 months’ imprisonment for Amsal. In addition, Amsal was burdened with repaying state losses of Rp202,161,980. If not paid, it would be replaced with 1 year in prison.

In the prosecutor’s charges, Amsal, who served as Director of CV Promiseland, worked on a project to create village profile videos in Karo Regency. The programme was funded by village funds.

Twenty villages spread across four sub-districts had their profile videos produced, including Tiganderket Sub-district (Perbaji Village), Tiga Binanga Sub-district (Perbesi Village), Tigapanah Sub-district (Ajibuhara, Salit, Kutakepar, Seberaya, Mulawari, Tigapanah, Bertah, Manukmulia, Singa, Kutabale, Suka Pilihen Villages).

Then Namanteran Sub-district (Sukatepu, Kuta Tonggal, Sukandebi, Kebayaken, Kutambelin, Kuta Gugung, Sigarang Garang Villages).

However, the prosecutor assessed that the proposal submitted by Amsal to the village heads was not properly prepared and tended to be marked up. Additionally, the implementation of the work was deemed not in accordance with the Bill of Quantities (RAB). Each village video project was set at a cost of Rp30 million per village.

According to the prosecutor, the ideation, editing, and dubbing for the village profile video production incurred no costs.
