Karaoke Venues and Massage Parlours in Bogor Shut During Ramadan; Eateries Required to Use Curtains
The Bogor Municipal Government has prohibited the operation of nightlife entertainment venues, karaoke establishments, and massage parlours throughout Ramadan 1447 Hijriah. The ban also extends to sahur on the road (SOTR) street gatherings during the fasting month.
The regulations governing business activities during Ramadan are set out in Bogor Mayor’s Decree Number 000.1.10/Kep.66-Bakesbangpol/2026 concerning the implementation of public order and community peace against disturbances during Ramadan 1447 Hijriah in Bogor City. The decree has been in effect since it was signed by Bogor Mayor Dedie A Rachim on Wednesday (18 February 2026).
“Nightlife entertainment businesses, karaoke venues, singing arenas or similar establishments, massage parlours or similar businesses within Bogor City are required to close their operations (cease trading) throughout Ramadan 1447 H/2026 M,” reads one of the provisions in the Mayor’s Decree.
Under the decree, the Bogor municipal government permits restaurants to operate during daytime hours. However, those providing dine-in facilities are required to install curtains or covers out of respect for fasting Muslims.
“Restaurants, food stalls or similar establishments may operate during daytime throughout Ramadan 1447 H/2026 M. Provided that those offering dine-in facilities are required to cover the dining areas using curtains or screens, to respect Muslims who are observing the fast,” the decree states.
The ban also applies to sahur on the road (SOTR) activities, which are deemed to create security vulnerabilities and disturbances to public order and safety. The prohibition further covers the production, sale, and setting off of firecrackers.
“The prohibition on conducting sahur street gatherings or sahur on the road within Bogor City applies, and Ramadan bazaar activities within Bogor City must maintain public order and community peace, as well as coordinate with authorities at the kelurahan and kecamatan level for the purposes of supervision and control,” the decree reads.
The business activity regulations set out in the decree were formulated to maintain public order and create a conducive atmosphere for the community observing the Ramadan fast. Sanctions will be imposed on violators in accordance with prevailing regulations.
“Any person or entity that violates the provisions as referred to in the Second Dictum shall be subject to administrative sanctions in accordance with Bogor City Regional Regulation Number 1 of 2021 concerning the Implementation of Public Order and Community Peace and Community Protection,” the decree states.
