Karangasem Extends Contracts for 1,068 Contract-Based Government Employees (PPPK) in the Teaching and Healthcare Sectors for Five Years Due to Staff Shortages
The Karangasem Regency Government is extending the contracts of 1,068 contract-based government employees (PPPK) for the 2023 intake, specifically for healthcare workers and teachers, for a period of five years. This measure is being taken due to the ongoing shortage of hundreds of teachers and healthcare professionals in Karangasem. Data indicates a current shortfall of approximately 881 teachers across early childhood, primary, and junior high schools, as well as 921 healthcare workers.
Bupati (Regent) of Karangasem, I Gusti Putu Parwata (Gus Par), stated that the contracts of these thousands of PPPK employees are due to expire on February 28, 2026. The administration has opted for a five-year extension (compared to the previous one-year term) to provide job security and ensure the continuity of public services in Karangasem.
“This contract extension is not merely an administrative procedure, but rather a strategic move to strengthen human resources (SDM), particularly in light of the current shortage of teachers and healthcare workers,” said Gus Par at the Ballroom of the Public Service Mall (MPP) in Karangasem, Wednesday (February 25, 2026).
The extension is expected to motivate improved performance and ensure that the community receives even better services in the future. Although the contract period is five years, Gus Par emphasized that performance evaluations will still be conducted periodically.
“Performance evaluations will be carried out regularly, and contract termination may be applied if targets are not met or if disciplinary violations occur,” Gus Par affirmed.
Meanwhile, the Head of the Karangasem Regional Personnel and Human Resources Development Agency (BKPSDM), Cokorda Alit Surya Prabawa, reported that as of January 2026, the total number of civil servants (ASN) in Karangasem is 9,541. This figure comprises 4,336 permanent civil servants (PNS), 104 prospective civil servants (CPNS), and 5,101 contract-based government employees (PPPK).
For the 2023 PPPK intake, a total of 1,076 employees have contracts expiring on February 28, 2026, and 1,068 of these, consisting of 668 teachers and 400 healthcare workers, have been proposed for a five-year extension. Eight employees will not have their contracts extended due to resignations.
“This policy is based on Law Number 23 of 2014 concerning Regional Government, Law Number 20 of 2023 concerning Civil Servants, and Government Regulation Number 49 of 2018 concerning the Management of PPPK,” said Prabawa.
