The Budget Committee of the Karangasem DPRD has called on all regional government agencies to optimise budget absorption under the implementation of the 2026 revised regional budget. The move is intended to reduce the year-end budget surplus (SiLPA), ensuring available funds are used and directly benefit the public.

The matter was discussed at a meeting between the DPRD Budget Committee and the Regional Government Budget Team on the 2026 revised budget, held in the DPRD’s joint meeting room on Tuesday (27 October 2026).

Karangasem DPRD chairman I Wayan Suastika said deliberations on the 2026 revised budget had concluded. The local government must now ensure that planned programmes are carried out effectively, despite the increasingly limited time remaining before the end of the year.

“We hope that revenue and budget absorption in each agency will be fully optimised. We want to reduce the SiLPA so that available funds can be put to good use and directly benefit the public,” Suastika said.

In addition to budget absorption, the DPRD Budget Committee discussed a Special Financial Assistance grant (BKK) from Gianyar Regency to Karangasem Regency. The grant, previously planned at Rp2.5 billion, has now been restored to Rp5 billion, in line with the original proposal. The funds are intended to support infrastructure development through the Public Works and Spatial Planning Agency (PUPR).

“It was initially Rp2.5 billion. Another Rp2.5 billion has now been added, bringing it back to Rp5 billion, in accordance with our original proposal,” Suastika said.

Although the BKK amount has been restored to the original proposal, Suastika stressed that the additional funding must not be used to launch new physical projects. Only around 45 effective days are estimated to remain for implementing activities under the 2026 revised budget. The funds could therefore be directed towards other, more beneficial activities.

He said adding physical projects at the end of the budget year could put completion at risk. Budget implementation must therefore take account of the available time and the agencies’ capacity to deliver programmes.

“We have made it clear that there must be no new physical projects. There are only about 45 effective days left,” Suastika said.

The DPRD Budget Committee also examined the use of Rp477 million in provincial revenue-sharing funds. Some of the money will be assigned to the PUPR Agency for supervision and related purposes, while the remainder will be channelled to the Unexpected Expenditure (BTT) budget. The move is intended to prepare for potential disasters during the current rainy season.

Suastika said budget readiness was necessary from the outset so that the local government could respond quickly in an emergency. With funds available in the BTT allocation, disaster response is expected to proceed without waiting for the next budget process.

“This is a precautionary measure for the rainy season. We hope Karangasem remains safe, but we need to be prepared from the outset so we are not caught off guard if something happens,” Suastika said.

Suastika said he hoped all agencies would follow the direction by maximising revenue and expenditure realisation through the end of the budget year. With sound planning and measured implementation, the 2026 revised budget is expected to be spent as fully as possible and deliver tangible benefits for development and the welfare of Karangasem residents.
