JAKARTA – The City Administrator of West Jakarta, Iin Mutmainnah, has revealed that the developer of the Swarga Abadi Funeral Home and Crematorium located on Jalan Utan Jati, Kalideres, West Jakarta, has not yet obtained environmental permits, including an Environmental Impact Analysis (AMDAL).

This fact emerged during a coordination meeting and audience held by the West Jakarta City Government together with relevant Regional Work Units (UKPD), representatives from the Residents’ Association (RW) management, and the project developer, the Swarga Abadi Foundation, on Thursday, 26 February 2026.

The construction of the funeral home and crematorium has faced strong opposition from residents of Citra Garden 2 Housing Complex, Kalideres.

“They have not yet completed environmental permits for Environmental Management Efforts (UKL) and Environmental Monitoring Efforts (UPL), as well as AMDAL,” said Iin following the coordination meeting on Thursday.

According to her, all such environmental permits should have been processed immediately after the issuance of the Building Approval Certificate (PBG).

The developer had indeed signed a letter of commitment to the Department of Public Works, Spatial Planning, and Land (CKTRP), dated 27 January 2026. In this letter, the developer stated its readiness to complete all environmental licensing before commencing the project.

“(In the statement of commitment) they committed not to begin construction activities at the project site before all environmental licensing processes are completed and environmental approval is officially issued by the competent authority,” she stated.

Following this discovery, the Department of Public Works, Spatial Planning, and Land (CKTRP) requested that the foundation first complete environmental documentation before proceeding with the project.

“The Department of Public Works, Spatial Planning, and Land has issued a notification letter Number e-0029/PA.01.00 dated 29 January 2026 to the Director of the Swarga Abadi Foundation, to first complete the UKL-UPL AMDAL documentation and obtain environmental approval before commencing construction,” said Iin.

Iin warned representatives of the developer present in the meeting to comply with this requirement.

“So the outcome of this meeting is that all construction processes are suspended until all licensing processes are completed in accordance with the requirements that the developer must comply with,” she stated.

Previously, residents of Citra Garden 2 Housing Complex, Kalideres, West Jakarta, had strongly opposed the development of the Swarga Abadi Funeral Home and Crematorium project. The opposition was triggered by the conversion of public facilities (fasum) and social facilities (fasos) belonging to the Jakarta Provincial Government, which had previously been used as sports facilities and open space for residents.
