Kakorlantas Emphasises Importance of Zero Over Dimension and Overload Implementation by 2027

In his address, Inspector General Agus stated that he represented the Chief of Police, General Listyo Sigit Prabowo, to discuss the various challenges facing transportation safety in Indonesia. ‘I am Kakorlantas Polri, representing the Bapak Kapolri, and there are several strategic issues in the field of safety that we need to convey,’ said Inspector General Agus at the venue of the III Munas Aptrindo, Jakarta, Wednesday (20 May 2026). There are five main pillars that receive attention in realising traffic safety, including in the logistics and goods transport sector. ‘There are five pillars that I must remind you of in relation to safety, and whether they also relate to the safety of logistics and so on,’ he said. The first pillar is road safety management. He stated that the state must be present through cross-ministerial and agency collaboration to ensure security and order on the roads. ‘First, road safety management; of course, the state must ensure that achieving safe, orderly, and smooth traffic is guaranteed by the state,’ he explained. In addition, Kakorlantas Polri also addressed the issue of vehicles that are over dimension and overload, which is currently a concern for the government. He stressed that the government already has a blueprint towards the target of Zero Over Dimension and Overload by 2027. ‘Over Dimension and Overload— the state has drawn up a blueprint with the Ministry of Transport and the Ministry of Infrastructure; by 2027 Zero Over Dimension and Overload must be achieved,’ he asserted. The second pillar concerns safe roads. He said that the development and maintenance of road infrastructure should prioritise road users’ safety. ‘The second pillar— roads that are safe, from the Ministry of Public Works, of course the state must ensure that safety is the foremost priority,’ he added. For the third pillar, Kakorlantas highlighted the importance of vehicles that meet safety standards. He also distinguished between overload violations and criminal acts of over dimension. ‘Third, safe vehicles—whether they are safe, how about Over Dimension, how about Overload. The most important thing is the substance: when we talk about Over Dimension, that is a traffic crime; when we talk about Overload, that is a traffic violation,’ he explained. The fourth pillar concerns driver safety, which is the police’s responsibility. ‘The fourth is safe drivers—Polri is responsible,’ he said. The fifth pillar is post-crash handling, which, in his view, has been carried out to the maximum. ‘Fifth, post-crash (traffic accident response)—of course this handling has been implemented across the board,’ Kakorlantas explained. In the forum, Kakorlantas also requested support from all related parties for the implementation of Zero Over Dimension and Overload policies, which will be strictly enforced from 1 January 2027. ‘The strategic issue of Indonesia moving towards Zero Over Dimension and Overload in 2027—we request support. From 1 January 2027 there will be hard law enforcement,’ he said. In addition, Polri continues to optimise digital transformation in traffic law enforcement through the Electronic Traffic Law Enforcement (ETLE) system. ‘We have introduced the digital transformation of law enforcement—ETLE (Electronic Traffic Law Enforcement)—in conjunction with road enforcement; this must be optimised,’ he concluded.
