The Chairman of the Indonesian Child Protection Agency (LPAI), Seto Mulyadi, known as Kak Seto, has proposed that the DKI Jakarta Provincial Government establish a Child Protection Section in every neighbourhood unit (RT). He said the move could strengthen efforts to prevent violence against children starting from the immediate environment. The proposal was conveyed to Governor of DKI Jakarta Pramono Anung after attending the 42nd National Children’s Day commemoration at the DKI Jakarta level at City Hall on Monday (20/7/2026). “We propose to the Governor of DKI Jakarta that DKI Jakarta become the first province where all RTs are also equipped with a Child Protection Section,” Kak Seto said. He explained that the programme is part of an LPAI initiative called SPARTA, or Child Protection Section at the Neighbourhood Unit Level. The programme has been pioneered since 2011 and implemented in several regions. “SPARTA is the Child Protection Section at the Neighbourhood Unit Level. At that time, South Tangerang received a MURI record as the first city filled with RTs having a Child Protection Section. Then followed by Bekasi, North Bengkulu, and Belitung,” he said. According to Kak Seto, the existence of a Child Protection Section at the RT level would complement the existing management structure, which already includes sections for security, cleanliness, and events. “So in the RTs, there is an Events Section, a Cleanliness Section, a Security Section, and we add one more, a Child Protection Section, so that starting from the closest unit to the family, namely the neighbourhood unit, there is great care for child protection and immediate prevention of various forms of violence against children,” he explained. On the other hand, Kak Seto also expressed appreciation to the DKI Jakarta Provincial Government for various policies that are considered to be in the best interests of children. He presented an award to Pramono as a Child-Friendly Governor for his commitment to child protection and the fulfilment of children’s rights in Jakarta. Responding to the proposal, Pramono Anung said the DKI Jakarta Provincial Government would study the idea further before implementing it. “Kak Seto’s proposal regarding SPARTA will be reviewed and studied further. Please prepare this, Bu Lis (Head of the PPPA Office),” Pramono said.
