KAI Blacklists 19 Passengers for Sexual Misconduct on Trains

PT Kereta Api Indonesia (Persero) has imposed strict sanctions on over a dozen passengers who committed indecent acts on board its trains, reinforcing its commitment to providing safe, comfortable public transport free from all forms of sexual harassment. KAI enforces a zero-tolerance policy towards any acts of sexual harassment at stations or on trains, said Cahyo Widiantoro, Manager of Law and Public Relations for Operational Area (Daop) 9, in Jember on Friday. He stated that KAI gives no room whatsoever to perpetrators of sexual harassment. Should such an incident occur within station premises or on board a train, officers are ready to provide assistance to the victim, including support during the reporting process to law enforcement authorities. Passenger safety and comfort are our top priority, hence KAI imposes firm sanctions on perpetrators of sexual harassment, he said. As a demonstration of this firmness, he continued, KAI also applies administrative sanctions in the form of blocking the perpetrator’s National Identity Number (NIK) or blacklisting those proven to have committed indecent acts. Throughout 2026, a total of 19 passengers have been placed on the blacklist, meaning they can no longer purchase train tickets across KAI’s entire operational area, he said. All of the perpetrators were male and the incidents occurred on board trains, after which officers followed up and assisted the victims in reporting to the local police. He noted that to date, there have been no cases of indecent acts within the working area of KAI Daop 9 Jember, which stretches from Pasuruan to Banyuwangi, and it is hoped this situation can be maintained through synergy among all parties, including officers, communities, and rail service users. We urge all passengers not to hesitate to report to officers if they witness or experience any behaviour that constitutes sexual harassment. Every report will be followed up swiftly, professionally, and in accordance with applicable regulations, he said. Cahyo explained that KAI Daop 9 Jember continues to strengthen its commitment to creating public transport services that are safe, comfortable, and free from all forms of sexual harassment. As a tangible manifestation of this commitment, we, together with the Daop 9 Jember Railfans Community (KRD 9), held an anti-sexual harassment campaign and awareness drive at Jember Station, he said. A total of 20 KRD 9 members alongside KAI officers educated prospective passengers in the station waiting area through posters, educational banners, and the distribution of keychains containing messages encouraging people to dare to reject and report all forms of sexual harassment within the railway environment. The activity was also conducted interactively by inviting passengers to sign a joint commitment banner as a symbol of support for creating a transport environment that is safe and free from sexual harassment. The passengers’ enthusiasm shows that concern over this issue continues to grow and is a shared responsibility, he said.
