KAI and Pelni Report to Parliament on State Capital Injection for New Trains and Ships
Commission XI of the Indonesian House of Representatives (DPR) has approved the realisation reports for state capital injections (PMN) into four state-owned enterprises (BUMN). Based on the results of a hearing, the four BUMN have realised the PMN funds to optimise their services. Firstly, the PMN for PT Kereta Api Indonesia (KAI) was allocated to procure new electric trains (KRL) and retrofit existing fleets according to the company’s business plan. This step is considered crucial to prevent a reduction in the effectiveness of government investment. “PT Kereta Api Indonesia (Persero) is optimising the 2025 cash PMN to support the stages of procuring new KRL and retrofitting fleets, in accordance with the established business plan and project implementation schedule, so as not to impact public service dependency and create idle funds that reduce the effectiveness of government investment,” stated Commission XI Chairman Misbakhun during a hearing at the Parliament Complex in Senayan, Jakarta, on Monday (22/6/2026). Secondly, the absorption of PMN by PT Industri Kereta Api (Persero) or INKA is allocated to support industrial transformation through the modernisation of production facilities, technology development, and digital transformation integration. Misbakhun emphasised that this industrial transformation is aimed at fulfilling domestic railway needs and enhancing competitiveness. However, he stressed that the train units must comply with domestic component level (TKDN) regulations. Meanwhile, PT Pelayaran Nasional Indonesia (Persero) or Pelni absorbed the PMN funds to meet the needs of sea transportation modes. Misbakhun stressed that this fulfilment must be oriented towards safety and service improvement. “PT Pelayaran Nasional Indonesia (Persero) is optimising the use of the 2025 PMN for the procurement of new passenger ship fleets according to the specified provisions,” he explained. As for PT Sarana Multigriya Finansial (Persero), the company has mitigated the impact of Bank Indonesia’s interest rate hike to ensure it does not affect subsidised housing financing. Misbakhun also emphasised that the four BUMN are required to submit periodic reports to Commission XI regarding the PMN realisation. “Commission XI of the DPR RI appreciates the effective, appropriate, transparent, and accountable implementation of the 2026 cash state capital injection for PT Kereta Api Indonesia, PT Pelayaran Nasional Indonesia, PT Industri Kereta Api, and PT Sarana Multigriya Finansial,” he concluded.
