Kadin Survey: Only 39 Per Cent of Entrepreneurs Ready to Expand

A survey conducted by the Indonesian Chamber of Commerce and Industry (Kadin) and the Indonesian National Banks Association (Perbanas) in 2025 revealed that only 39 per cent of entrepreneurs stated their readiness to invest or expand their businesses over the next six months.

The survey results were disclosed by Aviliani, Deputy Secretary General for Macro-Micro Economic Policy Analysis at Kadin, during the launch event of the Financial Stability Review Number 46, held by Bank Indonesia.

According to Aviliani’s presentation, 71 per cent of entrepreneurs believe that pro-growth policies could strengthen the real sector. However, this confidence has not automatically translated into increased investment readiness. “What does this mean? It means the government must better communicate that the private sector’s role is still needed,” Aviliani said during an event broadcast online on Friday, 27 February 2026.

Kadin believes that the private sector needs to be more involved in government programmes. Aviliani noted that the private sector’s contribution to investment remains dominant at 80 per cent, whilst the role of state-owned enterprises (SOEs) and the Danantara scheme accounts for 15 per cent.

For this reason, according to Aviliani, the government should empower the private sector in various programmes, such as agriculture and free nutritious meal initiatives. “Because the private sector is already prepared with various aspects. The government also does not need to spend much money from the state budget,” she said.

Bank Indonesia recorded undisbursed loans in 2025 at Rp 2.439.2 trillion, or 22.12 per cent of available credit ceilings. Bank Indonesia Governor Perry Warjiyo stated that from the supply side, the volume of undisbursed loans is related to business expansion by entrepreneurs.

“From the demand side, business actors must be continuously encouraged to expand their businesses by utilising undisbursed loans, which remain substantial as of December 2025, reaching Rp 2.439.2 trillion or 22.12 per cent of the available credit ceiling,” Perry said during a press conference on Wednesday, 21 January 2026.
