Jakarta — The Indonesian Chamber of Commerce and Industry (Kadin), through its Digital Ecosystem Board, has submitted several observations regarding the implementation of Government Regulation (PP) No. 17 of 2025 on the Governance of Electronic System Operations in Child Protection (PP TUNAS).

Firlie Ganinduto, Head of Kadin’s Digital Ecosystem Board, emphasised that digital regulations must be formulated fairly, implementably, and based on genuine dialogue with industry players.

“If regulations do not understand the complexity of the digital ecosystem, the impact will not only affect platforms but also small and medium enterprises and workers who should be protected,” Firlie stated during an online press conference on Friday, 27 February 2026.

Conversely, business operators require clear and fair rules. However, hastily drafted regulations are considered to pose three serious risks: difficulty in field application, business uncertainty, and obstruction of digital innovation and investment.

“For this reason, as industry representatives, we hope these regulations are not rushed, because hasty regulations risk creating three serious problems,” she added.

Ganinduto assessed that the success of PP TUNAS should not be measured by how quickly it is enacted, but rather by the effectiveness and fairness of its implementation after it takes effect.

Kadin hopes the document will serve as substantive reference material in policy refinement, not merely a formality in public consultation.

“This policy brief is not mere criticism but an expression of industry responsibility based on operational experience data and best practices globally. We urge that this policy brief from idEA be used as substantive reference material, not simply as procedural consultation formality,” Firlie said.

Previously, the Ministry of Communication and Digital Affairs reminded electronic system operators to fulfil age verification obligations in accordance with PP TUNAS, which was signed by President Prabowo Subianto on 27 March 2025.

“This is not merely a regulation, but the foundation of national policy to ensure child safety in cyberspace,” the ministry stated.

“We encourage digital platforms to provide user-friendly security features, including age classification systems and parental controls. These are not merely optional features, but primary instruments for child protection,” the ministry added.
