Jakarta (ANTARA) - The Indonesian Anti-Dumping Committee (KADI) has initiated an anti-dumping investigation into imported Superabsorbent Polymers (SAP) from China.

In a statement in Jakarta on Tuesday, KADI Chairwoman Frida Adiati said the products fall under Harmonized System (HS) codes 3906.90.92 and 3906.90.99 based on the 2022 Indonesian Customs Tariff Book (BTKI).

“Based on the results of a review of the sufficiency and accuracy of the preliminary evidence, KADI found an increase in SAP imports from China. This has resulted in losses for the domestic industry,” Frida Adiati explained.

Frida said the initiation of the investigation is a follow-up to a petition from PT Nippon Shokubai Indonesia, which represents the domestic industry.

The investigation covers SAP imports for the period from 1 January 2022 to 31 December 2025. During that period, Indonesia’s total SAP imports reached 570,543 tonnes, with the majority originating from China at 354,918 tonnes, or approximately 62 per cent of total imports.

The investigation will be conducted over a period of 12 months and may be extended up to 18 months if necessary. This provision is in accordance with Government Regulation Number 34 of 2011 concerning Anti-Dumping Measures, Countervailing Measures, and Trade Safeguard Measures.

Frida added that KADI has notified interested parties of the commencement of the investigation, including the domestic industry, importers, as well as known exporters and producers from China.

The information has also been conveyed to representatives of the Chinese government in Indonesia and the Embassy of the Republic of Indonesia in China. KADI invites all relevant parties to provide information, responses, or submit requests for hearings.

SAP is a superabsorbent material widely used as a raw material for nappies, sanitary pads, agriculture, and other hygiene products.
