Director of PT Fresh Galang Mandiri, Rusmini, claimed she was directly contacted by the defendant Irvian Bobby Mahendro in the alleged K3 certificate extortion case at the Ministry of Manpower (Kemnaker). Irvian, known as the ‘Sultan’ of Kemnaker, asked Rusmini to pay non-technical fees for processing K3 certificates. Irvian justified the money as payment for typing services by honorary employees.

This was stated by Rusmini when appearing as a witness at the Central Jakarta Corruption Court on Monday (6/4/2026). The defendants in the trial are former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer (Noel), Irvian Bobby, and nine other defendants.

The prosecutor initially delved into a meeting between Kemnaker officials and the Occupational Safety and Health Services Association (PJK3). Rusmini said the association at that time proposed eliminating or reducing the non-technical fees.

“What was discussed at that time?” asked the prosecutor.

“To accommodate our concerns because there were too many costs to be paid, so we proposed that the non-technical fees could be eliminated since the mandatory ones from the government had already been issued, Sir,” replied Rusmini.

Rusmini claimed she did not remember the date of the meeting. She said Bobby was present at the meeting.

The prosecutor delved into Bobby’s response regarding the complaints about non-technical fees. Rusmini said Bobby reasoned that the non-technical fees had to be paid because Kemnaker did not provide funds for procuring blanko and operational costs for producing K3 certificates.

“What was Mr. Bobby’s response regarding the non-technical fees or certification blanko earlier?” asked the prosecutor.

“Because Kemnaker has no funds for procuring blanko and operational costs for producing the certificates themselves. That’s it, Sir,” replied Rusmini.

The prosecutor then read out Rusmini’s examination record (BAP). In addition to the reason of no blanko costs, the BAP explained that the workers typing and printing K3 certificates at Kemnaker were not Civil Servants (PNS).

“This matches your BAP number 14, right? Mr. Irvian Bobby’s response: ‘Kemnaker does not provide blanko certificate costs, and the costs arising from operations for printing and the workers typing and printing are not PNS, so non-technical fees to pay for that, while PNBP goes directly to the state treasury.’ Is that correct?” asked the prosecutor.

“Correct,” replied Rusmini.

Rusmini said that in the meeting, Bobby did not respond regarding evaluator honoraria. Rusmini then said she was directly contacted by Bobby regarding the decision on non-technical fees after the meeting.

“In the course of events, after the request to reduce or eliminate it, was there a meeting at the association informing about the decision on non-technical fees, or were you directly contacted by Mr. Irvian Bobby?” asked the prosecutor.

“Directly contacted, Sir,” replied Rusmini.

Rusmini said Bobby demanded that the non-technical fees still be paid but at a reduced amount. She explained that Bobby also asked that this not be announced to the association group because Bobby wanted to inform each PJK3 directly.

“What did Mr. Irvian Bobby say?” asked the prosecutor.

“Still pay the non-technical fees with a reduction to Rp 350 thousand,” replied Rusmini.

“This is in your BAP letter K: ‘For non-technical fees adjusted to half, so Rp 300 thousand. Don’t announce in the DPW group, I will call each PJK3’?” asked the prosecutor.

“Contacting each one, correct,” replied Rusmini.

“So Mr. Bobby who contacts?” asked the prosecutor.

“Yes,” replied Rusmini.
