Jumhur and Koster Declare 100% Waste Segregation Movement Across Bali
Environment Minister Mohammad Jumhur Hidayat and Bali Governor Wayan Koster, together with regents and mayors, declared the 100% Waste Segregation Movement for All of Bali at Jaya Sabha, Denpasar, on Wednesday (10/6/2026). The declaration was read aloud collectively by the officials. “We will realise Bali 100% segregating waste together simultaneously for a clean, healthy, beautiful and sustainable Bali,” the officials stated, led by Koster.
Koster revealed that prior to the declaration, a coordination meeting was held to discuss the development and preparation of source-based waste management in Bali and the preparation for the groundbreaking of the Waste-to-Energy (PSEL) project. “We have reported everything and the first targets of source-based waste management, then open dumping in Bali will soon be ended in all regencies/cities, including the Suwung landfill, and the preparation for the PSEL groundbreaking for Denpasar and Badung,” Koster explained.
Meanwhile, Jumhur assessed that the government in Bali has a strong commitment to tackling waste and environmental issues. “It should be noted that overall Bali is already better than we imagined while we wait for the waste-to-energy PSEL,” Jumhur stated. Jumhur committed to coordinating with other regional governments that potentially cause waste shipments to Bali. “I am committed to also ensuring that incoming waste is not Bali’s affair, but rather originates from outside Bali and that is also the responsibility of the Environment Ministry. We will coordinate with regions that potentially send waste to the beaches,” Jumhur explained.
Koster is targeting waste segregation in Bali to reach 70 per cent by the end of August 2026. According to Koster, waste segregation in several regencies and cities is still around 40-60 per cent. Koster did not disclose which regencies or cities had low waste segregation achievement. However, he revealed the two areas with the highest percentage in waste segregation. “The highest are Badung and Denpasar,” he said. According to Koster, businesses will also adapt and follow the local regency or city government regulations for waste segregation. However, he acknowledged that the process is being carried out in stages. “For hotels, restaurants, and cafés, the Minister has already provided direction earlier,” Koster asserted.
