After violence intensified in Aceh, Coordinating Minister for
Security Affairs Susilo Bambang Yudhoyono branded the Free Aceh
Movement (GAM) terrorists -- the first time the separatists were
labeled so.

Susilo said "enough is enough" and suggested imposing a civil or
military emergency which would tighten the military's grip in the
province. He claimed the Acehnese people supported the new
security approach.
July 10
Susilo, during a visit to Aceh, met with councillors who rejected
the imposition of a state of emergency and urged the government
to keep talking with GAM.
July 13
Aceh Governor Abdullah Puteh told Susilo the government should
not impose a state of emergency.
July 18
Upon his return, Susilo said statements by the councillors and
governor Abdullah did not reflect the wishes of the Acehnese as a
whole. An increased military presence was still a viable option.
July 19
Iskandar Muda (Aceh) Military Commander Maj. Gen. Djali Yusuf
said he demanded reinforcements of between 3,000 to 4,000 men,
with or without a state of emergency. Susilo added later the
government was considering the request.
August 5
Swiss-based Henry Dunant Center mediator Anthony Zinni, a retired
U.S. general, arrived in Aceh to help revive the stalled peace
talks.
August 9
Zinni, following his visit to Aceh, told Susilo the government
should pursue dialogue with GAM.
August 12
Susilo embarked for a second time to Aceh. Officials said he
would seek input from the regions he had not covered during his
first visit.
August 19
The government is expected to decide a new policy for Aceh.
