Judge's Calculation Basis for Ordering Nadiem to Pay Rp 809 Billion
Former Education and Culture Minister Nadiem Anwar Makarim has been ordered to pay restitution of Rp 809 billion in a corruption case related to the procurement of Chromebooks and Chrome Device Management (CDM). The judge’s verdict, read at the Jakarta Corruption Court on Tuesday (30/6/2026), detailed the basis for the calculation.
In the court’s consideration, the procurement of Chromebooks and Chrome OS was carried out for Nadiem’s benefit, ensuring that Google would increase its investment into PT Aplikasi Karya Anak Bangsa (AKAB), a company founded by Nadiem. The judge stated that this led to the creation of Nadiem’s policy in the Minister of Education and Culture Regulation Number 5 of 2021.
“The defendant, as minister, issued a regulation that made Google the sole party to fundamentally benefit from a Chromebook procurement worth more than Rp 1.5 trillion,” said presiding judge Purwanto S. Abdullah. “This policy subsequently led to Google realising an investment into PT Aplikasi Karya Anak Bangsa of USD 69 in August 2021, just months after the regulation was enacted.”
The judge asserted that this correlation was not coincidental. The investment from Google allowed PT Aplikasi Karya Anak Bangsa to inject capital of Rp 809.5 billion into PT Gojek Indonesia on 13 October 2021. The court traced a clear causal chain from the corrupt policy to the flow of funds into Nadiem’s corporate ecosystem.
“There are seven additional legal bases that cumulatively strengthen and justify the imposition of the Rp 809 billion restitution payment on the defendant,” the judge added. The court sentenced Nadiem to pay this amount as additional punishment. If the restitution is not paid within one month after the verdict becomes legally binding, his assets will be seized and auctioned. Should his assets be insufficient, the payment will be replaced with a five-year prison sentence. Nadiem was also found guilty of violating Article 604 in conjunction with Article 18 of the Corruption Eradication Law.
