Judge Who Sentenced Ibam: Total State Loss from Chromebook Case Rp 5.2 Trillion
The panel of judges has declared that the procurement of Chromebooks and Chrome Device Management (CDM) at the Ministry of Education, Culture, Research, and Technology during the era of former Minister Nadiem Anwar Makarim has resulted in financial losses to the state. The judge stated that the total state loss exceeds Rp 5.2 trillion.
This was conveyed by judge member Sunoto while reading the verdict for the former consultant to ex-Minister of Education Nadiem Anwar Makarim, Ibrahim Arief alias Ibam, at the Jakarta Corruption Court on Tuesday (12/5/2026). The judge said the state loss due to the procurement of unnecessary and unbeneficial CDM amounted to Rp 621 billion.
“Which directly proves the defendant’s operational involvement in activating Chrome Device Management, the main instrument causing state losses of USD 44,054,426 equivalent to Rp 621,387,678,730,” the judge stated.
“Thus, doctrinally, the defendant has used the opportunities and facilities inherent in his position as engineer leader and member of the technical team to facilitate the procurement that harms the state’s finances, and substantively deviates from the resignation he claimed occurred on 26 May 2020 with the last working day on 25 June 2020,” he added.
The judge stated that there was a markup in the price of the Chromebook laptop procurement in this case. The judge said the markup price was three times the market price.
“And simple mathematics shows a markup of Rp 4 million per unit or three times the market price,” the judge said.
The judge stated that the financial loss to the state due to the overpriced Chromebooks reached more than Rp 4 trillion. The judge said this amount is larger than the prosecutors’ claim, which only mentioned state losses due to overpriced Chromebooks at Rp 1.5 trillion.
“Which, when multiplied by the procurement quantity of 1,159,327 Chromebook units, equals losses of more than Rp 4 trillion, which is far greater than the BPKP calculation of Rp 1,567,888,602,716.74, thus proving that the state loss calculation relied upon by the Public Prosecutor is conservative and beneficial to the defendant, not the opposite as claimed by the legal counsel,” the judge said.

CDM procurement: Rp 621,387,678,730 (Rp 621 billion).
Overpriced Chromebooks: Rp 4 million multiplied by 1,159,327 units, totalling Rp 4,637,308,000,000 (Rp 4.6 trillion).
The total overall state loss in the judge’s ruling is Rp 5,258,695,678,730 (Rp 5.2 trillion).
Ibam Sentenced to 4 Years in Prison
Previously, Ibrahim Arief alias Ibam was sentenced to four years in prison. The judge stated that Ibam was guilty in the alleged corruption case of Chromebook and Chrome Device Management (CDM) procurement.
“Declares the Defendant Ibrahim Arief alias Ibam proven legally and convincingly guilty of committing corruption in collusion as in the subsidiary indictment,” said the chief judge Purwanto S Abdullah while reading the decision’s decree at the Central Jakarta Corruption Court on Tuesday (12/5).
“Imposes a prison sentence on the Defendant Ibrahim Arief alias Ibam of four years,” the judge added.
Ibam was also fined Rp 500 million. If the fine is not paid, it will be replaced with imprisonment for 120 days.
The judge stated that Ibam was guilty of violating Article 603/Article 604 in conjunction with Article 18 of the Corruption Offences Law in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code.
This verdict is much lighter than the prosecutors’ demand. Previously, Ibam was demanded 15 years in prison, a fine of Rp 1 billion subsidiary 190 days imprisonment. The prosecutors also demanded that Ibam pay restitution of Rp 16.92 billion subsidiary 7 years and 6 months in prison.
