JTCC Integration Plan Expected to Strengthen Industrial Estate Connectivity

The plan to integrate a logistics corridor currently being prepared by the Toll Road Regulatory Agency (BPJT) is considered to have the potential to increase the efficiency of goods distribution while strengthening connectivity between industrial estates and ports. One of the sections under focus is the Cibitung-Cilincing Toll Road (JTCC), which connects industrial areas in eastern Jakarta and West Java with Tanjung Priok Port. Currently, national logistics flows still heavily rely on arterial roads shared with private vehicles. This condition often triggers congestion, extends travel times, and increases logistics costs due to distribution uncertainty. BPJT member from the community element, Tulus Abadi, stated that the government is preparing an integration scheme for the JTCC logistics corridor. The move aims to maximise the use of the existing toll road network while reducing traffic loads on arterial roads. ‘The integration plan for JTCC is part of a broader connectivity effort and includes several other toll roads that meet the requirements,’ said Tulus. A number of observers and logistics business players have welcomed the plan. However, they assess that implementation will be more optimal if supported by regulations that provide certainty for all stakeholders. Public policy observer Agus Pambagio stated that regulations are needed as a basis for coordination among toll road business entities (BUJT) as well as to ensure proper governance and supervision. ‘A ministerial regulation is indeed necessary as the basis for integration. No less important is governance and supervision so that implementation runs consistently and provides certainty for all parties,’ said Agus.
