Flooding continues to submerge the Cengkareng section of Jalan Outer Ring Road (JORR) through Monday afternoon (9 March). The condition has forced a Pertamina fuel station in the area to cease operations and caused traffic to back up significantly.

Water has inundated the road stretch from the Duri Kosambi intersection to the U-turn area beneath the Taman Semanan Indah flyover. As a result, vehicles can only pass through the two rightmost lanes, triggering congestion along the entire stretch.

Several motorcyclists were observed stopping at the roadside near the flooded area, warning each other against attempting to traverse the floodwaters for fear their vehicles would stall mid-way. Despite these warnings, some riders attempted to push through the flooded sections, with several eventually having to abandon their motorcycles after engines failed from water ingestion.

The Pertamina fuel station adjacent to the road has also shut down as the surrounding area remains submerged. The black gate at the fuel station entrance was sealed tight with padlocks and chains.

Additionally, the U-turn lane towards Kembangan beneath the Taman Semanan Indah flyover remains covered by floodwaters.

A nearby trader, Rizal, reported that flooding has inundated the area since Sunday (8 March). “Yesterday it was about half a metre deep, with all motorcycles stalling as they passed through here. Now, thank goodness, the water is receding and it’s becoming passable,” he said at the location on Monday.

According to Rizal, the flooding on Jakarta’s Outer Ring Road was caused by overflow from nearby canals and water retention facilities located beneath the toll road. Heavy rainfall caused the water retention facilities to overflow, spilling onto the roadway.

The congestion has significantly impacted local business activities, including Rizal’s food stall. “Business has been quiet since yesterday because people are reluctant to buy due to the flooding,” he said.

Rizal hopes the government will promptly improve the drainage system in the area to address the frequent flooding that has affected West Jakarta in recent days.
