Jokowi Says Legal Process Will Continue Even If Roy Suryo Were to Apologize
Indonesia’s seventh president, Joko Widodo (Jokowi), affirmed that legal proceedings against Roy Suryo and associates must continue. He made the statement in response to remarks by the chairman of the pro-Jokowi group “Kami Jokowi,” Razman Nasution, who said Jokowi had closed the door on restorative justice (RJ) for Roy Suryo, Tifa, and Rismon Sianipar. Jokowi was firm in wanting Roy Suryo and associates to remain subject to legal proceedings even if they were to meet him at his Sumber residence, as Eggy Sudjana and Damai Hari Lubis had done.
“The legal process will continue. Absolutely,” Jokowi said when met at Manahan Stadium in Solo on Friday (2/13).
He referenced the ongoing legal process at the Jakarta Metropolitan Police. The Jakarta Metropolitan Police had re-examined Jokowi and several other witnesses to complete the examination report.
“We were examined again recently — there was additional examination,” Jokowi said.
Nevertheless, Jokowi did not rule out forgiving the parties involved in the defamation case. “There’s no problem. Forgiveness is a personal matter. But legal matters are different,” Jokowi said.
Previously, the Jakarta Metropolitan Police named eight suspects divided into two clusters related to the case of false allegations about Jokowi’s diploma. The first cluster consists of five suspects: Eggi Sudjana, Kurnia Tri Rohyani, Damai Hari Lubis, Rustam Effendi, and Muhammad Rizal Fadillah. They were charged under Article 310 of the Criminal Code and/or Article 311 of the Criminal Code and/or Article 160 of the Criminal Code and/or Article 27a in conjunction with Article 45 Paragraph 4 and/or Article 28 Paragraph 2 in conjunction with Article 45a Paragraph 2 of the Electronic Information and Transactions (ITE) Law.
The second cluster consists of three suspects: Roy Suryo, Rismon Hasiholan Sianipar, and Tifauziah Tyassuma, alias Dr. Tifa. The three were charged under Article 310 of the Criminal Code and/or Article 311 of the Criminal Code and/or Article 32 Paragraph 1 in conjunction with Article 48 Paragraph 1 and/or Article 35 in conjunction with Article 51 Paragraph 1 and/or Article 27a in conjunction with Article 45 Paragraph 4 and/or Article 28 Paragraph 2 in conjunction with Article 45a Paragraph 2 of the ITE Law.
In this case, investigators said Roy Suryo and associates had spread false accusations and misled the public. This conclusion was based on the examination of 130 witnesses and 22 experts, including an in-depth review of 723 pieces of evidence.
Most recently, the Jakarta Metropolitan Police dropped the investigation against Eggi Sudjana and Damai Hari Lubis in this case, with cessation of investigation orders (SP3) having been issued. Meanwhile, legal proceedings for the remaining six suspects are still ongoing. Investigators also submitted the case files of suspects Roy, Rismon, and Dr. Tifa to prosecutors on January 13, 2026. However, the prosecution returned the files, deeming them incomplete. As a follow-up, police re-examined several witnesses in Central Java and Yogyakarta on Wednesday (2/11). One of them was Jokowi as the complainant, who was examined at the Surakarta Police Headquarters in Solo, Central Java.
