Joint Raid at Cipinang Prison Seizes Cables and Modified Heating Devices
Cipinang Class I Prison, in collaboration with the TNI, Polri, and BNNK East Jakarta, conducted a joint raid to maintain the consistency of the ‘Zero Halinar’ policy, which aims to eliminate mobile phones, illegal levies, and drugs. The Head of Cipinang Class I Prison, Syarpani, revealed the results of this joint operation.
“The fact that no drugs or mobile phones were found is certainly a positive result, but it does not mean that supervision has stopped. Zero Halinar must be continuously maintained through early detection, inspection, and consistent evaluation. We provide no space for mobile phones, illegal levies, or drugs,” Syarpani stated in a report received on Saturday (19/09/2026).
Joint officers searched residential cells, inmates’ personal belongings, and several targeted surveillance points. Although no drugs or mobile phones were discovered, officers seized several items prohibited within residential cells, including cables, plugs, and modified heating devices. All items have been documented and will be dealt with according to regulations.
The Head of the Regional Office of the Directorate General of Corrections for Jakarta, Wachid Wibowo, who personally monitored the activity, emphasised that achieving Zero Halinar requires both integrity and cross-agency collaboration.
“Zero Halinar requires integrity and working together. Synergy with the TNI, Polri, BNN, and law enforcement agencies must continue to be strengthened through concrete steps, ranging from early detection to the prevention of any potential security disturbances,” Wachid asserted.
Meanwhile, the Head of BNNK East Jakarta, Kombes Almas B Arrasuli, emphasised the importance of consistent collaboration in preventing drug circulation within prison environments. According to him, joint supervision and early detection are vital components in narrowing the potential for drugs to enter and circulate within prisons.
The joint raid also reinforces the implementation of the 15 Action Programmes of the Ministry of Immigration and Correctional Services for 2026, specifically the eradication of drug trafficking and fraudulent actors using various modes within Prisons and Detention Centres.
For Cipinang Prison, the absence of drugs and mobile phones is not the end point, but rather a reinforcement to continue maintaining early detection, supervision, evaluation, and consistent follow-up to create a safe and conducive environment for inmate rehabilitation.
