The government is preparing the construction of the Jogyakarta Outer Ring Road (JORR) as an effort to reduce traffic congestion in the Special Region of Yogyakarta (DIY).

Currently, the design of the ring road project has been completed and is scheduled to begin construction within the next few years.

Adi Nugroho Jati, Head of the National Road Planning and Supervision Unit at the Large-Scale National Road Implementation Centre (BBPJN) DIY, Directorate General of Highways, Ministry of Public Works, explained that the JORR construction is intended to redirect some vehicle traffic to prevent concentration on main city routes.

“We are building the JORR to reduce congestion within the city. So we are creating a sort of bypass so that vehicles do not all enter the congested route,” said Adi, as quoted on Monday (16 March 2026).

He explained that the JORR project is planned to be divided into two segments: a northern section and a southern section. However, in the initial phase, construction will be prioritised on the southern route.

Adi revealed that the project design has been completed after approximately three months of planning.

The construction phase is still awaiting implementation according to the government’s strategic plan.

“We have prepared the design, which was ready in about three months. For construction, we are still awaiting implementation according to the strategic plan schedule—it is likely we will work on it between 2028 and 2029,” he said.

In addition to alleviating traffic congestion, the ring road is also designed to connect with access to a new toll road.

One such connection is through an exit toll planned to be located in the Banyurejo area of the Jogja–Bawen toll road project.

Adi stated that the presence of the JORR will eventually become an important route to support access from that toll road.

The concept of the Jogyakarta Outer Ring Road construction has actually existed for some time. In 2018, this plan even emerged for consideration.

The Governor of the Special Region of Yogyakarta, Sri Sultan Hamengku Buwono X, stated that the construction of the Jogyakarta Outer Ring Road is intended to address traffic congestion in Yogyakarta.
