Jimly: Legal and Judicial Institutions Need Reform, Not Just Pay Raises

JAKARTA - The Chairman of the Police Reform Acceleration Commission and legal expert, Jimly Asshiddiqie, stated that not only the Indonesian National Police (Polri) needs reform, but other law enforcement institutions and the judiciary also require reform.

“So, the President also gave directions that what we need to reform is not just the police, especially since we have been reforming for 25 to 27 years,” said Jimly at the Presidential Palace in Jakarta on Tuesday (5/5/2026).

However, Prabowo stated that other legal institutions also need reform.

“Well, especially these law enforcement institutions also require evaluation up to the judicial power which also needs reform,” said Jimly.

“Not just pay raises, but also comprehensively and integrated,” said this professor of constitutional law and former Chief Justice of the Constitutional Court (MK).

President Prabowo Subianto has signed Presidential Regulation No. 5 of 2026 on the Financial Rights and Facilities of Ad Hoc Judges on 4 February 2026.

In the attachment to Perpres 5/2026, ad hoc judges in first-instance corruption offence courts, first-instance industrial relations courts, first-instance fisheries courts, first-instance human rights courts, and first-instance commercial courts receive an allowance of Rp 49,300,000.

Meanwhile, judges in appellate courts receive an allowance of Rp 62,500,000, while judges in cassation courts receive Rp 105,270,000.

In addition to allowances, ad hoc judges will also receive six other rights and facilities such as housing, transportation, and health insurance.

“Ad hoc judges will be given financial rights and facilities consisting of: a. allowance; b. state housing; c. transportation facilities; d. health insurance; e. security guarantee and in carrying out their duties; f. official travel expenses, and; g. appreciation money,” states Article 2 of Perpres 5/2026.
