Illegal rubbish dumping is rampant in the Jimbaran area, Badung. Indeed, dozens of people have been caught dumping waste illegally at several points in the region.

Secretary of the Jimbaran Customary Village Pecalang, I Wayan Bira, recounted that initially, he placed two bags of sorted rubbish in front of his house in the Kedonganan-Jimbaran border area to await the collection schedule.

However, according to him, the rubbish then prompted other residents to dump their waste in the same location, eventually causing it to pile up.

“When I left at that time, went out with my wife, on a trip, and when we returned, it had already piled up. Well, they probably saw the rubbish dumped just like that on the road,” he said when contacted on Thursday (7/5/2026).

To uncover the perpetrators, the Pecalang, along with the lurah, bendesa adat, kelian banjar, and village officials, conducted patrols from Monday (4/5/2026) to Wednesday (6/5/2026).

“We tried to keep watch to catch who the real culprits were,” he added.

The patrols were carried out at two illegal dumping sites. Besides around Bira’s house, 20 metres from there is the Lotus area, which is also frequently used as an illegal dumping spot.

During the patrols, at least around 20 people were caught dumping rubbish indiscriminately. He claimed that most of the perpetrators were actually from outside Jimbaran.

“If the total from the 4th, it’s almost around 20 people who were caught passing by. Not including those I didn’t get to interrogate because they dumped the rubbish from their motorbike and then immediately fled,” he said.

He mentioned that the most vulnerable times for illegal rubbish dumping are from the early hours until morning, especially from 03.00 WITA to 05.00 WITA.

“The risky hours are indeed from 3 to 5 in the morning. The reason is most are heading to the market,” he explained.

The perpetrators who were stopped and interrogated were asked to take back their rubbish and dispose of it at the official dumping site in Kuari, Jimbaran, which has been provided by the customary village.

Currently, the illegal dumping sites have been cleaned up and fitted with banners prohibiting indiscriminate rubbish dumping. The village side hopes that the community can become more aware of cleanliness, and adat rules regarding rubbish can be tightened to create a deterrent effect.

“This act of negligence is what causes the rubbish to pile up. Besides that, personally, I think the laws, especially adat laws, village laws in each area, should be enforced more strictly to create a deterrent effect,” he emphasised.
