Japan launches anti-dumping probe on steel imports from China, South Korea and Taiwan

Japan has launched an anti-dumping investigation into major steel imports from China, South Korea, and Taiwan, signalling heightened tensions in the global steel trade sector.

The probe covers hot-rolled and cold-rolled steel coils, sheets, and strips, according to separate statements released by Japan’s Ministry of Economy, Trade and Industry and Ministry of Finance on Monday.

The investigation was requested by major Japanese steel producers, including Nippon Steel, JFE Steel, and Kobe Steel, who allege the products are being sold in the Japanese market below normal value.

Specifically, the hot-rolled steel investigation was filed by Nippon Steel, JFE Steel, Kobe Steel, and Nakayama Steel Works, while the cold-rolled steel probe was initiated by Nippon Steel, JFE Steel, and Kobe Steel.

The ministry stated the investigation request was submitted on 27 February.

Flat steel products under scrutiny are widely used in industries such as automotive, home appliances, machinery, and packaging.

The inquiry is expected to conclude within one year as per regulations, the ministry added.

The move comes as the global steel market faces pressure from overcapacity and weak demand in key economies, prompting various nations to adopt or consider trade protection measures.

China, the world’s largest steel producer, has increased exports amid weakening domestic demand, intensifying international competition and prompting stricter scrutiny from trade partners.

Japan previously launched anti-dumping investigations on coated and stainless steel imports from China, South Korea, and Taiwan.
