Jamintel Prevents Corruption Through Village Prosecutor Guard Programme and Digital Innovations in North Sulawesi
Indonesia’s Attorney General’s Office, through the Deputy Attorney General for Intelligence (Jamintel), held an event titled “Optimisation of the Village Prosecutor Guard Programme”, which was combined with the inauguration of the management board of the Provincial Board and Branch Boards of the National Association of Village Consultative Bodies (ABPEDNAS) in North Sulawesi. This activity serves as a strategic instrument to strengthen transparent, accountable, and integrity-driven village governance.
The event, held in Jakarta on 7 April 2026, was attended by the Governor of North Sulawesi, the Head of the High Prosecutor’s Office of North Sulawesi, officials from the central board of ABPEDNAS, and village officials from across North Sulawesi.
In his speech, Deputy Attorney General for Intelligence (Jamintel) Reda Manthovani emphasised that the prosecutor’s role is no longer limited to repressive or enforcement functions but also prioritises preventive and pre-emptive aspects. This aligns with the Attorney General’s Law and the national development vision of Asta Cita, particularly point six, which focuses on building from the villages for economic equality.
Jamintel highlighted serious challenges in village financial management amid substantial state budget allocations. Although budget commitments have increased, the risk of deviations has also surged in recent years.
Reda Manthovani presented data on the handling of corruption criminal cases (TPK) involving village funds nationwide. In 2023, there were 187 cases, rising to 275 in 2024.
In 2025, there was a significant spike to 535 cases. In the first quarter of 2026, 79 cases have already entered the investigation stage.
Specifically for North Sulawesi Province, up to the first quarter of 2026, there have been 4 cases related to Village Fund and Village Fund Allocation management. Of these, 1 case is still in the investigation stage and 3 cases have entered the prosecution stage.
This situation is triggered by limited capacity of human resources in apparatus, weak planning, and potential moral hazards.
Therefore, the Prosecutor’s Office is introducing the innovative Village Prosecutor Guard Programme as legal support for village apparatus to avoid legal entanglements through early consultation mechanisms. This effort is strengthened by two main technological breakthroughs:
Jaga Desa Application: A tool for real-time monitoring of village fund management integrated with the village financial system, while also providing a channel for legal consultation.
Jaga Dapur MBG Application: Supporting the Free Nutritious Meals Programme (MBG) as a national priority towards Golden Indonesia 2045. Through this app, the public can report if they find substandard or spoiled food quality, provided they attach clear evidence. The system also opens opportunities for appreciation for kitchens or Nutrition Fulfilment Service Units (SPPG) that perform optimally.
Synergy between the Prosecutor’s Office, National Nutrition Agency, and ABPEDNAS: The Attorney General’s Office has also established cooperation with the National Nutrition Agency (BGN) in overseeing the MBG programme through data exchange and intelligence safeguarding. At the grassroots level, ABPEDNAS and Village Consultative Bodies (BPD) are encouraged to become strategic partners in check and balance functions.
“Our target is to drastically reduce village fund corruption cases to achieve Zero Corruption,” he stated.
With integrated oversight, it is hoped that village apparatus can work calmly without fear, so that village economic potential can be optimised to realise advanced, prosperous, and law-abiding villages.
