Jaklingko passenger attacked by a perpetrator with a history of mental illness

South Jakarta, 23 May – Pesanggrahan Police arrested a woman identified by the initials NS (30) as the suspect in the assault of a female passenger identified by the initials B (27) aboard a Jaklingko transport on route 49 Lebak Bulus–Cipulir, which was travelling along Ulujami Raya in Pesanggrahan, South Jakarta.

From preliminary police checks, the assailant reportedly has a history of mental illness. In line with applicable regulations, police have coordinated with the Dinas Sosial (Social Service) to carry out the enforcement of the law.

‘Up to now, it has not even been a full year; the person had just been discharged from RSJ due to mental health experiences,’ said Pesanggrahan Police Chief Kompol Seala Syah Alam at a press conference at the Pesanggrahan Police Station on Saturday (23 May), cited from Antara.

The police will determine the legal steps to be taken against the suspect after the clinical test results from the mental hospital are released.

‘For the criminal case, it will follow the applicable rules. At present, Dinsos (DKI Social Service) is providing accompaniment to the hospital that matches the referral, medical records, and will await the clinical tests before we can explain further,’ Seala said.

He emphasised that while awaiting the clinical test results, the police will continue to observe the legal procedures.

Meanwhile, the Suku Dinas Sosial Kecamatan Pesanggrahan (Pesanggrahan Sub-district Social Service), South Jakarta, confirmed that treatment for people with mental disorders (ODGJ) can be covered free of charge through BPJS Kesehatan.

‘As for the accompaniment service from the Social Service, it is at no cost. If the person has BPJS at the hospital, that is also free,’ said Sansan, an officer from the Pesanggrahan Sub-district Social Service, at a press conference at Polsek Pesanggrahan.

He said they coordinate with the Pesanggrahan Police regarding the handling of the suspect in the JakLingko transport, who is believed to be experiencing mental health issues.

According to Sansan, the Social Service is tasked with accompanying ODGJ from the pickup location to the referral hospital.

He explained the accompaniment is to ensure the patient is transported safely so that no untoward incidents occur during the journey.

‘Technically, we accompany from the community location, in this case from the Pesanggrahan Police Station, to the hospital because we fear untoward incidents on the way,’ Sansan said.

He noted two referral hospitals commonly used for ODGJ: RSJ Dr. Soeharto Heerdjan and RSKD Duren Sawit. However, hospital selection is adjusted to the patient’s prior medical records.

‘The decision depends on whether the person has medical records at Duren Sawit or at Soeharto Heerdjan,’ Sansan added.

The authorities also urged the public to utilise the JAKI app to report social issues or ODGJ deemed harmful to the surrounding environment.

‘Residents can report social matters via the JAKI app, and we will follow up at the location,’ Sansan said.

Similarly, Kompol Seala urged the public to report any breach of public order and safety.

‘If there is anything found that seems inappropriate or disturbs public order, safety, and comfort for the community, please report to us, the police, via the call centre 110,’ Seala said.

Meanwhile, the victim identified as B (27) said she did not expect the attacker to be a person with mental illness.

‘If they are ODGJ, no; perhaps they were stressed,’ she said.

The father of the suspect, identified as S (61), added that they apologise for their child’s condition, noting that the husband of the child keeps his distance with no clear explanation at this time.

‘Depression tends to appear after starting a family. Before she got married, she wasn’t like this,’ he said.

Chronology of the assault

The assault occurred on Thursday (21 May) at around 10:20 WIB inside the Jaklingko transport as it travelled beneath the Ulujami Toll.

When the vehicle passed beneath the Pasar Bintaro toll, the suspect boarded and sat on the back-right seat. The suspect then asked another passenger to assist with tapping the electronic payment card, but the machine experienced an error.

After the card was used, the victim received the card from another passenger to return to the suspect. However, the suspect forcibly took the card from the victim’s hands.

Not long after, as the victim alighted, the suspect slapped the victim’s left cheek.

The victim queried the action, but the suspect slapped her twice and kicked once. The two then exchanged words until the driver stopped the vehicle and all passengers were asked to alight.

The victim subsequently reported to the police and the suspect was arrested in Kebon Jeruk, West Jakarta, on Friday (22 May).

The assault case is recorded in Police Report Number LP/B/80/V/2026/SPKT/Polsek Pesanggrahan/Polres Metro Jaksel/Polda Metro Jaya dated 21 May 2026.

The suspect faces potential charges under Article 471 of Law No. 1 Year 2023 on the Criminal Code in relation to light assault, with a maximum imprisonment of six months or a fine in Category II.
