JAKI Report Responded to with AI Photo: Village Head Removed and PPSU Staff Sanctioned
A citizen’s complaint on the JAKI app, which was followed up with an artificial intelligence (AI)-edited photo, has led to serious consequences. Jakarta Governor Pramono Anung has taken steps to remove the village head and officials in the Kalisari area, East Jakarta.
The citizen’s complaint uploaded to the JAKI app initially went viral on social media. The report concerned illegal parking in a residential area in East Jakarta.
The uploaded photo showed several cars parked on the roadside. A uniformed officer in an orange shirt was standing at the location.
The uploader then attached the photo from the JAKI report response. The follow-up photo showed that the row of parked cars had disappeared. However, the viewpoint of the photo remained unchanged. Only the officer’s clothing was slightly different. Because of this, the uploader reported that an AI photo was used to respond to the citizen’s complaint.
“As far as checked, it is indeed so (true, AI photo was used), according to findings from Diskominfotik and the Bureau of Government,” said Prastowo when contacted on Sunday (5/4/2026). Prastowo was responding to questions about the truth of the AI photo used to address the citizen’s report.
The Jakarta Provincial Government has taken action regarding the case. Most recently, Jakarta Governor Pramono Anung has removed the village head and two section heads in Kalisari. Here is a summary compiled by detikcom.
Jakarta Governor Pramono Anung has relieved several officials in the Kalisari area, East Jakarta, following the upload of an AI-based photo report in the JAKI app. Pramono emphasised that the removal from positions is not a dismissal, but part of developmental measures.
“Relieved from duty means from the position they currently hold. Coincidentally, in Kalisari, we are relieving the female village head from her position as village head for developmental purposes,” said Pramono at Taman Ismail Marzuki (TIM), Central Jakarta, on Wednesday (15/4/2026).
In addition to the village head, other officials relieved from duty include the head of the economic development section and the head of the government section. This policy was taken after the case of the uploaded photo, deemed not in line with field conditions, tarnished the face of public services in Jakarta.
“Indeed, that truly tarnishes the face of Jakarta and us; I, as governor, do not want it to happen again,” he stated.
Nevertheless, Pramono emphasised that he does not want to end the careers of the civil servants (ASN) involved. He assured that they will still be developed to work better in the future.
“But I also do not want to eliminate someone’s career. After being developed to be better, we will give them the opportunity to perform better,” he said.
Pramono also held a town hall meeting with ranks of public facilities and infrastructure handling officers (PPSU), village heads, district heads, up to mayors at Taman Ismail Marzuki (TIM), Central Jakarta, to follow up on the case. Pramono said three PPSU officers received first written warnings or SP1 related to the use of AI photos in JAKI.
“There are three people who have received SP1. Earlier, I met them personally and conveyed that this is their last chance if they still want to work in DKI Jakarta,” said Pramono at TIM, Central Jakarta, on Wednesday (15/4/2026).
He emphasised that similar violations must not occur again. He said the DKI Provincial Government will not hesitate to impose heavier sanctions.
“If it is repeated, we will certainly take firmer action,” he stated.
Pramono requested improvements to the system and governance of PPSU to make it more transparent. He highlighted the case of PPSU responding to citizen reports with fabricated AI photos in Kalisari, East Jakarta.
“There is no room for it to happen again. We will improve the system and governance to be better, transparent, and open,” he said.
Pramono reminded all ranks of the DKI Provincial Government not to work just to please superiors. He asked officers to work for the citizens.
“I ask that we no longer just please the leadership, but do real work in the field,” he said.
He stated that PPSU officers are the spearhead of public services. According to him, the face of Jakarta is determined by the performance of officers in the field.
“PPSU is the spearhead of Jakarta’s face. We cannot work alone; it must be well coordinated,” he said.
The DKI Provincial Government will also improve the reporting system. Including, he said, the mechanism for uploading PPSU work results to prevent misuse.
“Input, suggestions, criticism from the public is medicine that strengthens us to continuously improve ourselves,” he said.
