Jakarta Transport Agency Clarifies On-Street Parking in Cawang Is Not Illegal
The Jakarta Transportation Agency (Dishub) has implemented an on-street parking system at specific points and times on Jalan Mayjen Sutoyo, Cawang, East Jakarta, to address persistent traffic congestion. The move aims to tackle violations where vehicles park beyond capacity and ignore designated parking lines, which often triggers gridlock. The system is managed by the East Jakarta Transportation Sub-agency (Sudinhub) and the Dishub DKI Parking Management Unit.
Head of the East Jakarta Transportation Sub-agency, Harlem Simanjuntak, stated that the on-street parking solution was developed following a year-long study. Trials were conducted from February to November 2025, and QRIS payment testing was carried out in February 2026. He explained that on the west side of Jalan Mayjen Sutoyo, heading towards Tanjung Priok, angled parking at 45 degrees is permitted in a single row, except between 6 a.m. and 10 a.m. This area has a capacity of 95 cars and 200 motorcycles, spread across three segments from the Primajasa bus pool to the Ministry of Social Affairs office.
On the east side of the road, heading towards Cililitan, parallel parking is allowed, except between 4 p.m. and 8 p.m. on weekdays. This section has a capacity of 26 cars along a 130-metre stretch from Jalan Bersama to the BKN bus stop. Harlem emphasised that the installed signage complies with Minister of Transportation Regulation No. 13 of 2014, which prohibits parking on the east side only during weekday peak hours. Outside these hours, and on weekends and public holidays, parking is permitted in a single parallel row on the left lane.
Harlem stressed that the core issue is not the existence of parking facilities, but rather non-compliance by motorists who park outside the allowed rows or exceed capacity. The East Jakarta Sudinhub, together with relevant authorities, will intensify supervision and enforcement, particularly during peak congestion hours, to ensure the parking arrangement functions smoothly without disrupting traffic flow.
