Jakarta to Begin Phasing Out Open Dumping at Bantargebang from 1 August
The Jakarta Provincial Government will begin phasing out the practice of open dumping at the Bantargebang Integrated Waste Treatment Plant (TPST) in stages, starting 1 August 2026. The waste management system will transition to a controlled landfill method to achieve more environmentally friendly processing.
Head of the Jakarta Environmental Agency (DLH), Dudi Gardesi, stated that the transition would be implemented gradually to ensure it does not disrupt waste collection services for the public. “Starting 1 August, we are beginning a gradual transition from open dumping to controlled landfill management. The government is responsible for ensuring this change proceeds smoothly, without reducing waste management services to the community,” Dudi said in a statement on Friday (17/7/2026).
Under the controlled landfill system, waste will no longer be piled up openly. Instead, it will be placed and compacted in a more orderly manner before being covered periodically with specific materials. This method is considered effective in reducing odour, fire risk, environmental disturbance, and the potential for landslides.
According to Dudi, this measure is part of the Jakarta Waste Management Roadmap towards 100 percent managed waste, developed in collaboration with the Ministry of Environment. Alongside the transition, the Jakarta provincial government is also continuously increasing the capacity of waste processing facilities, both within the city and in the Bantargebang TPST area.
Under the roadmap, open dumping still accounted for 72.56 percent of waste management at the Bantargebang TPST in the second quarter of 2026, while waste handled through various processing facilities reached only 7.59 percent. Entering the third and fourth quarters of 2026, the share of open dumping is targeted to decrease to 50.34 percent. During the same period, the implementation of controlled landfill is expected to reach 8.39 percent, with processing through various facilities increased to 20.28 percent.
“We will continue to gradually increase the capacity of processing facilities. By 2027, the portion of waste processed is targeted to reach 45.65 percent. Furthermore, by 2028, the practice of open dumping is targeted to be completely halted and replaced by waste processing and a safer, more controlled landfill system,” he explained.
To support the transition, the Jakarta provincial government has undertaken the partial closure of landfill areas using geomembranes, improved sanitation systems, developed a Wastewater Treatment Plant (IPAS), stabilised slopes, and strengthened mitigation measures at points prone to landslides. The cessation of open dumping is also being implemented periodically across several disposal zones.
Dudi stressed that the overhaul of the Bantargebang TPST does not rely solely on improving downstream facilities but also requires community participation in reducing waste at the source. He urged the public to adopt habits such as sorting waste, reducing the use of single-use items, minimising food waste, and processing organic waste.
“The government continues to improve downstream facilities and systems. However, its success also requires public participation from the upstream side. Simple steps like reducing single-use waste, finishing your food, sorting waste, and processing organic waste will greatly help reduce the burden on Bantargebang,” he said. The Jakarta provincial government hopes this transformation can proceed consistently so that the target of ending open dumping by 2028 can be achieved.
