Jakarta Secretary Uus Kuswanto Takes on Dual Role as MRT Commissioner: What Are the Rules?

JAKARTA — The Secretary of the Jakarta Regional Government (Sekda DKI), Uus Kuswanto, has been officially appointed as a Commissioner of PT MRT Jakarta (Perseroda) on Thursday (2/4/2026).

This appointment has raised public questions regarding the legality of government officials holding concurrent positions in regional-owned enterprises (BUMD).

In response, Sigit Wijatmoko, Assistant for Government Affairs of the Jakarta Provincial Government, assured that legally, regional government officials are permitted to hold positions on the Supervisory Board or as Commissioners in BUMD.

Sigit explained that the appointment of government officials as commissioners is regulated in Government Regulation (PP) No. 54 of 2017 on BUMD and Ministry of Home Affairs Regulation (Permendagri) No. 37 of 2018.

Both regulations govern the mechanisms for appointing and dismissing members of the Supervisory Board or Commissioners in BUMD.

“PP No. 54 of 2017 on BUMD states that regional government officials may be appointed as members of the Supervisory Board or Commissioners of BUMD.

Permendagri No. 37 of 2018 also regulates the procedures for appointing and dismissing members of the Supervisory Board or Commissioners,” Sigit stated.

According to Sigit, the Secretary’s position as a commissioner is not related to the company’s operations but serves as a supervisor.

“The presence of the Secretary in the BUMD commissioner lineup is to strengthen the oversight of work programmes,” he said.

Additionally, commissioners are tasked with ensuring that the directors’ performance aligns with the direction of local government development policies.

“Commissioners also ensure that the directors’ performance is in line with the local government’s development policy direction,” Sigit continued.

“The appointment of Mr Uus Kuswanto as Commissioner,” stated Rendy Primartantyo, Head of the Corporate Secretary Division of PT MRT Jakarta (Perseroda), in a written statement on Thursday (2/4/2026).

In the same decision, PT MRT Jakarta also dismissed Dodik Wijanarko from his position as Independent Commissioner.

Currently, the MRT Jakarta commissioner lineup consists of Uus Kuswanto, Deni Surjantoro, and Ahmad Yani. Meanwhile, the Independent Commissioner position is held by Sudarmanto, and the President Commissioner is held by Heru Budi Hartono.
