Jakarta Second Safest City in ASEAN, FLO: Collaboration Between Authorities and Community
Jakarta (ANTARA) - The Forum Lintas Ormas (FLO) of DKI Jakarta Province believes that Jakarta’s achievement as the second safest city in Southeast Asia (ASEAN) is inseparable from the collaboration between security apparatus, community organisations (ormas), and local government, which have been involved in maintaining regional stability.
General Chairman of FLO DKI Jakarta Province, Juaini Yusuf, stated that Jakarta’s relatively conducive condition is the result of joint efforts between the community (ormas) and the apparatus.
“Alhamdulillah, after our coordination with Polda, TNI, and DKI Jakarta, the situation has remained safer. And now Jakarta is the number two safest city in Southeast Asia,” said Juaini in response to the 2026 Global Residence Index report which states that Jakarta is the second safest city in Southeast Asia, on the sidelines of the FLO Halalbihalal event in Jakarta on Saturday.
According to him, many parties have played a role in this brilliant achievement, one of which is the active involvement of ormas in maintaining order at the grassroots level.
“Yes, of course, it’s all the result of our cooperation (community) with Polri, TNI, and all the ormas in Jakarta,” he added.
In this context, FLO positions itself as part of the social ecosystem that contributes to maintaining the stability of the capital.
He assessed that ormas have not only served as representations of the community but also as strategic partners in supporting regional security.
“Yes, of course, as an extension of the community, there are many proposals and hopes from the community that we want to convey to our leaders, both in Polda and in DKI,” said Juaini.
On the other hand, FLO also carries out a coordinative function with the apparatus. This organisation often receives instructions to synergise in various security activities.
“We receive instructions and orders to synergise with Polda, TNI, and the ranks of the DKI Provincial Government, which we have indeed carried out, namely synergising together to keep Jakarta’s situation safe and conducive,” he said.
In addition, FLO, which has a considerable mass mobilisation capacity, is often utilised in activities involving security apparatus.
“If all are released, as sometimes requested by the Metro Police Chief, we hold a readiness roll call at Polda, it can reach 5,000 members,” he stated.
He emphasised that this readiness is part of a joint commitment to maintaining order. “Because everyone is ready when called, and that’s our commitment,” he said.
FLO’s role does not stop at security aspects but also as a bridge of communication between the community and the government. This organisation accommodates residents’ aspirations while conveying policies to members at the grassroots level.
To ensure this role runs optimally, FLO also conducts internal coaching for affiliated ormas, one of which is through verification of organisational legality.
“Yes, with FLO, we also screen and always check the validity of the ormas in FLO. That’s one of our programmes too,” said Juaini.
Not only that, FLO also assists ormas that do not yet have complete administration so they can meet formal requirements.
“If there are those that don’t have validity yet, insya Allah we will support and bridge them to Kesbangpol or relevant parties related to ormas administration issues,” he explained.
In addition, FLO applies an inclusive approach by opening the widest possible space for ormas to join. To date, around 150 ormas have registered in the forum.
According to Juaini, this approach is important to minimise potential conflicts while strengthening coordination between organisations.
“So, if there are any that are not good in their ormas, we inform the leadership that this is not in line with the missions we emphasise in FLO DKI,” he said.
In the halalbihalal event, hundreds of ormas representatives from various areas in Jakarta attended the annual event which serves as a space for silaturahmi and strengthening coordination between ormas.
“Today, alhamdulillah, around 300-400 ormas members attended, representing about 50 ormas in FLO,” he said.
Meanwhile, the FLO DKI Jakarta Advisory Board, Fahira Idris, emphasised the importance of this ormas function as a bridge for public aspirations amid urban social dynamics.
Since its inception, she said, FLO was designed not merely as a gathering place for ormas but also as a shared space to strengthen communication between the community and policymakers.
“First, FLO is a big house of togetherness across ormas in DKI Jakarta, second, FLO is a bridge for community aspirations, and third, FLO is a strategic partner of the government in maintaining social stability and security in Jakarta,” said Fahira.
She assessed that FLO’s existence has shown real contributions through various activities, from social actions to cross-institutional collaborations.
“I always admire FLO for conducting many activities, from social activities, national declarations, to collaborations with several institutions,” said this DPD RI member.
On that occasion, she opined that the halalbihalal momentum should not only be interpreted as a silaturahmi event but also as a space to strengthen trust between ormas and tighten unity amid diversity.
“This is a momentum to cleanse the heart and build trust between ormas, while erasing differences and strengthening unity,” she said.
