Based on the Circular Letter of the Head of the Jakarta Provincial Education Office Number e-0001/SE/2026 regarding the Wise Utilisation of Gadgets in the Educational Unit Environment, here is the list of rules on gadget usage in schools.

A. General Provisions

  • The utilisation of gadgets in the educational unit environment is only for purposes related to the implementation of the learning process in the educational unit.

  • After gadgets are deactivated or switched to silent mode, they are collected in the storage area provided by the educational unit.

  • The educational unit provides a safe and adequate storage place for gadgets.

  • The procedures for utilisation and restriction of gadgets in the educational unit consist of:

  1. Utilisation and restriction for students; and

  2. Utilisation and restriction for educators and educational personnel.

  • The procedures as mentioned in point 4 serve as guidelines for public and private educational units under the Jakarta Provincial Education Office to utilise gadgets wisely in educational units as part of optimising learning in the digital era.

B. Procedures for Gadget Utilisation for Students

  1. Storage Mechanism
  1. Gadgets are collected by the class guardian/duty officer/other method before the first lesson period begins;

  2. Gadgets may only be retrieved by students after the main lesson periods (intracurricular) and cocurricular activities are completed, unless there is a special instruction from the educator for a specific subject to use gadgets in a limited manner under special conditions according to learning needs;

  3. The educational unit further regulates by appointing the class guardian or educator on duty for picket or other methods for collecting gadgets as mentioned in letter a; and

  4. The educational unit determines and provides the gadget storage place.

  1. Mechanism for Limited Gadget Utilisation
  1. While in the educational unit environment, gadgets may only be activated and used under special conditions according to learning needs. The special conditions mentioned may include:
  1. In cases where learning in a specific subject requires a one-device-per-student ratio and the educational unit does not yet have sufficient devices available;

  2. The need for assistive technology for students with special needs who use gadgets as accessibility aids in following lessons; or

  3. The need to monitor students’ health conditions integrated with gadgets based on medical recommendations.

  1. The usage as mentioned in letter a point 1) is limited only to the duration of the learning requirement. If gadget use is completed, it must be returned to storage in silent mode or deactivated.

  2. Educators for each subject must submit a request for permission for planned usage to the Head of the Educational Unit regarding the need for gadget use in learning at least one calendar day in advance (H-1).

  3. The implementation of the wise gadget usage policy in extracurricular activities is carried out with the division of roles between coaches, trainers, and extracurricular administrators.

  4. Special arrangements based on student proposals for usage:

  1. Besides for learning purposes as mentioned in letter a, students may propose gadget use in the educational unit environment;

  2. Proposals by students must at least include the purpose of use and duration of use;

  3. Proposals as mentioned in point 1) are submitted to the class guardian or counselling teacher;

  4. The class guardian or counselling teacher provides approval or rejection of the student’s proposal as mentioned in point 2) by considering the purpose of use;

  5. Purposes of use that may be approved as mentioned in point 4) may include:

  1. Needs to carry out committee or school organisation tasks for external communication purposes, such as coordination with cooperation partners (sponsorship), public relations (PR), or event logistics; or

  2. Needs for communication related to the presence of invited guests (speakers, judges, activity participants, or study visit participants).

  1. If approval has been given by the class guardian or counselling teacher as mentioned in point 4), the gadget may be used in the designated area; and

  2. The permission mechanism for utilisation based on student proposals is further regulated in the educational unit’s code of conduct.

C. Procedures for Gadget Utilisation for Educators and Educational Personnel

  • Educators are prohibited from using gadgets during main lesson periods (intracurricular) and/or cocurricular activities related to learning objectives.

  • Gadget use by educators is intended only as a learning medium (displaying materials, digital attendance, assessment, etc.) and is prohibited for uses outside of learning.

  • Educators and educational personnel may use gadgets outside of learning purposes only in designated areas.
