Jakarta Revokes School Aid for Two Bullies Who Electrocuted Autistic Boy

Two perpetrators who bullied a six-year-old boy, identified by the initials MWP, causing him to convulse after being shocked by an electrical pole at Kramat Pulo Park in Senen, Central Jakarta, have been arrested by the police. As a result of their actions, the Jakarta Provincial Government has officially revoked the Jakarta Smart Card (KJP) benefits of the two offenders. “The KJP of the two perpetrators has been revoked,” said Chico Hakim, Special Staff to the Governor and Deputy Governor of DKI Jakarta for Public Communication, to journalists on Sunday. The KJP validity period for both perpetrators ends this month. For the next academic year, the KJP can no longer be utilised by them. “It ends this month; they definitely will not receive it for the next academic year,” he added. Chico added that the Jakarta Provincial Government is currently investigating aspects of facility negligence at the park through the relevant agencies. Regarding restitution or compensation, the provincial government will be cooperative in the examination and will support the victim’s rights in accordance with applicable regulations, including recommendations from the Ministry of Women’s Empowerment and Child Protection. “The Jakarta Provincial Government, through relevant agencies such as the Social Agency, Health Agency, and other regional apparatus, has coordinated to provide medical, psychosocial, and assistance support to the victim and his family. We are ensuring the victim receives the best care and trauma recovery. Our team is also ready to provide legal assistance if needed. The details of the assistance will be continuously monitored so that the family does not feel alone in facing this situation,” Chico stated. Chico explained that the provincial government is committed to making this incident a reminder to enhance supervision and safety standards across all children’s public spaces, including the arrangement and routine maintenance of parks in Jakarta. The Head of the PPA-PPO Unit at the Central Jakarta Metro Police, Kompol Rita Oktavia Shinta, said the victim, who is an autistic child, was chased by the two perpetrators, identified by the initials ALR (17) and RM (13). The victim was taken to the area of a park lamp post. One perpetrator held the victim’s hands while the other held his feet. The victim was then lifted and his legs were inserted into the lamp post structure. The victim’s body was rubbed against the pole and lifted up and down several times until he fell unconscious. “From the examination results, the juveniles in conflict with the law admitted they did not know that the lamp post had an electrical current. However, the act that caused the victim to suffer injuries and require medical treatment remains the basis for legal proceedings,” Rita said. Both perpetrators have now been detained. ALR has been placed in custody, while RM has been returned to his parents and is subject to a mandatory reporting obligation while the investigation is ongoing. “Currently, investigators are still completing the case file to be coordinated promptly with the public prosecutor,” she said. The two juveniles are being processed under Article 76C in conjunction with Article 80 of Law Number 17 of 2016 on the Stipulation of Government Regulation in Lieu of Law Number 1 of 2016 on the Second Amendment to Law Number 23 of 2002 on Child Protection, which regulates the prohibition of violence against children. “We continue to uphold the rights of both the victim and the juveniles in conflict with the law. We are also coordinating with the Correctional Centre, social workers, and the prosecution to ensure the case handling process proceeds according to applicable regulations,” she added.
