The Chairperson of Commission D of the Jakarta DPRD, Yuke Yurike, has voiced support for the Jakarta Provincial Government’s proposal to establish a regional reserve fund.

Speaking in Jakarta on Friday, Yuke stated that a regional reserve fund is crucial to guarantee the continuity of long-term infrastructure development financing in the capital. “Development needs such as flood control, water management, public transport, and public housing require sustained budgetary support,” she said.

According to Yuke, these requirements cannot rely solely on annual budget allocations. Therefore, a reserve fund is necessary to provide financing certainty for infrastructure programmes that require extended timelines. “We in Commission D fully support this proposal because vital infrastructure development, such as flood management and housing, requires long-term budget certainty,” she added.

Furthermore, Yuke noted that the formation of a reserve fund is also part of the effort to maintain regional fiscal health. “The Jakarta Provincial Government can also utilise the management of these funds as part of an effort to strengthen the governance of the Regional Budget (APBD),” she said.

Previously, the Jakarta Provincial Government proposed a regional reserve fund of IDR 5.6 trillion, to be allocated gradually through the Regional Budget. These funds will be used to support long-term infrastructure development, including public transport, flood control, housing, as well as health and education facilities.

The Governor of Jakarta, Pramono Anung, stated that the scheme is designed to keep the regional financial posture transparent and healthy, while simultaneously increasing the region’s ability to face fiscal risks. He also expressed his ambition for Jakarta to serve as a role model for other provinces in managing a healthy regional budget.
