Jakarta Provincial Government to Publicly Name and Shame Illegal Waste Dumpers

Jakarta Governor Pramono Anung has instructed the Environmental Agency (DLH) and the Communication, Informatics and Statistics Agency (Diskominfotik) of Jakarta to publicly announce the identities of individuals caught illegally dumping waste. The policy is intended to create a deterrent effect for those who violate waste management regulations.

Pramono stressed that firm action was necessary after repeated warnings from the Jakarta Provincial Government were ignored.

“So that they do not repeat it. We are taking firm action because we have reminded them once, twice,” Pramono said at Jakarta City Hall on Thursday (6/8).

Pramono revealed that the illegal waste dumping practices are generally carried out by private haulage service providers who collect waste from the hotel, restaurant and café (horeka) sector and then pile it on unlicensed land.

“That must not happen again. Once it is announced to the public, the hotels, restaurants and cafés that the illegal waste dumper has been managing will certainly not want to use the services of the person concerned again,” he said.

This firm instruction follows the discovery of an illegal waste disposal site on Jalan H. Tabah, Dukuh Urban Village, Kramat Jati District, East Jakarta.

Head of the Jakarta Communication, Informatics and Statistics Agency, Marulina Dewi, said that based on the results of an examination by the Jakarta Environmental Agency, three perpetrators had been proven to have violated Article 130 paragraph (1) letter d of Regional Regulation Number 3 of 2013 concerning Waste Management.

The first perpetrator, Agus Setiyo, who served as the land guard, was proven to have accepted household waste and construction debris using a pickup vehicle. Agus was subject to an administrative sanction in the form of a fine of Rp5 million and had paid it into the regional treasury on 4 August 2026.

Further examination of Agus then led to two other perpetrators, namely Tri Joko and Habib. Tri Joko was found to have run a waste haulage service business based on customer orders, while Habib acted as a waste transporter using a pickup truck without an official permit.

“For these violations, Tri Joko and Habib were each subject to an administrative sanction of Rp5 million which must be paid into the regional treasury in accordance with the provisions,” Marulina explained.
